Overview of position

This position is with our client in Mali, Bamako. The Contracts Management Officer position is under the Contract Performance Evaluation Unit (CPEU), that is located within the Acquisition Management Section (AMS), which in turn is part of the Supply Chain Management Service (SCMS).

Role objectives

The focus of this position is on assisting the Contracts Compliance and Performance Management Unit Chief in effective implementation of service and commodity Contracts, with the aim of ensuring proper performance of obligations by our client’s Contractors and Mission proponents.

RESPONSIBILITIES

Within delegated authority, the Contracts Management Officer will be responsible for the following duties. (Note that duties are generic and may not be performed by all Contracts Management Officers). • Plays a pivotal role in the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to contract compliance and performance management.

  • Provides CPEU inputs on budget and acquisition planning. Oversees the procurement process by providing input to statement of works/requirements including articulation of performance standards and Key Performance Indicators, development of technical evaluation criteria, providing support if and when required on Local Committee on Contracts (LCC) presentations, provide assistance with evaluation of vendor proposals and guidance during contract formulation, drafting and negotiation.
  • Develops a quality assurance plan that provides a systematic and structured method for monitoring contract performance. Participates in the development of contract risk assessments and risk management plans, including mitigating measures.
  • Develops contract compliance checklists and implementation plans. Participates in the assessment of contractor performance, including providing advice and action to address instances of poor performance and/or non-compliance on contractual obligations.
  • Conducts contract close out processes including identifying documentation, disseminating best practices and lessons learned, and performing final contractor performance assessment from CPEU perspective.
  • Ensures the enforcement of UN Contracts in consultation with Mission Technical Units, Procurement and UN Headquarter stakeholders, as appropriate. Liaises with other Departments including the Office of Legal Affairs, in relation to handling of claims and disputes, demanding specific performance, claiming against warranties, and enforcing other contractual remedies.
  • Within the Terms and Conditions of the Contract, works towards resolution of conflicts or performance issues arising during instances of poor performance and/or non-compliance of contractual obligations.
  • Drafts relevant Audit Responses, as required. Maintains CPEU electronic and hardcopy files and records to ensure proper accountability is maintained.
  • Supervises and monitors performance indicators for UN personnel within the CPEU, when required.
  • Performs other related duties as required.

Further information

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, public administration, engineering, law or related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • At minimum of five years of progressively responsible experience in supply chain, project/contract management, logistics support and/or procurement of global service contracts is required
  • Experience in managing support services of international peacekeeping or military operations is highly desirable. Knowledge of the UN rules, regulations and working practices pertaining to field missions is advantageous.

Languages

  • English and French are the working languages of the United Nations Secretariat.
  • For the positions advertised, fluency in both oral and written English and French languages is required.
