Job Context

This position is responsible for supporting the implementation of projects carried out by CARE France in its geographical or thematic area of ​​intervention. In the context of the growing complexity of the administrative and financial expectations of our ecosystem, this position supports the Programs department team in meeting its contractual compliance challenges. It will be part of the new contractual and financial management center which pools skills for direct support to programs.

The objective is to contribute to strengthening the quality of implementation of operations supported by the association by providing administrative, financial and contractual support to the geographic centers and country offices.

Main missions and activities

  • Secure the financial and contractual aspects of prospecting and developing projects led by CARE France in the Latin America, Morocco, Asia and Islands area. This involves, in conjunction with CARE International country offices, developing budgets, integrating the costs of partners and consultants in compliance with donor procedures, ensuring that deadlines are met, etc.
  • Manage the administrative and financial reporting of projects in the Latin America, Morocco, Asia and Islands division, with a view to maximizing the impacts for beneficiaries:
    • at the start of projects, ensure the proper finalization of contractual documents
    • during the project, alert in the event of a risk of non-compliance of the implementation with the procedures and expected results
    • during interim and final reports, in close collaboration with the country offices and in conjunction with the management control team, establish the balances and finalize the financial part of the reports with a view to quality and compliance with procedures and deadlines
    • create analytical codes for projects
  • Develop knowledge and capitalize on good practices in its field of intervention, and in conjunction with CARE France stakeholders on these subjects.

Profile sought

Education and experience:

  • University education Bac+5, in economics/finance, commerce, international humanitarian aid, international relations, humanitarian and development, etc.
  • First experience in a similar role in an NGO, at headquarters or in the field

Required skills:

  • Administrative and financial project management/monitoring and contract management
  • Knowledge of the main institutional donors and their procedures (AFD/EU knowledge highly valued)
  • Management of lessor/consortium contracts
  • Mastering the project cycle
  • Organizational skills and rigor
  • Ability to prioritize and work within a context of short-term deadlines
  • Autonomy, versatility and flexibility

Conditions and terms of application

Type of contract : Permanent contract (CDI)

Status : Employee

Working hours : 39 hours/week (23 days of RTT per year)

Desired start date: as soon as possible (please indicate your availability)

Salary: between €34,520.21 and €39,745.85 gross per year depending on profile

Benefits : mutual insurance 100% covered by CARE France; meal vouchers with a face value of €9, of which €5 is covered by CARE France; 75% reimbursement of public transport network subscriptions or sustainable mobility package; possibility of partial teleworking from the 3rd week of the contract (package of 40 or 80 days of teleworking in the first year; 120 days from one year of seniority)
