Médecins du Monde has been involved in Madagascar since the end of the 1980s on emergency, recovery and development programs. In recent years, MdM has strengthened its roots in the country on the themes of sexual and reproductive health, cyclone and drought emergency responses, and on the prevention and treatment of gender-based violence. The mission today includes coordination in the capital with a project base, as well as 3 field bases (Ambovombe, Androy region, Mananjary, Vatovay region, and Tamatave, Atsinanana region). The mission has also diversified its donor portfolio and increased its annual budget since 2021, which today leads to dividing the former finance/HR coordination position into two separate positions in order to ensure the quality of financial monitoring and HR support. required.

The current programs are as follows:

  • Pediatric surgery program in Tana (L’Oréal Foundation funding)
  • SSR program for sex workers on the Tana – Tamatave axis (AFD and Initiative funding until 2025) with several national partners
  • Urgence Sud response program (ECHO, BHA funding) with several international and national partners (ACF, CARE, ASOS)
  • SSR program for adolescents and young people in Tana (funded by Monegasque Cooperation until mid-2025)
  • Programme de relèvement post cyclone Batsirai à Mananjary (Financement Union européenne jusqu’à mi 2024) avec la Croix-Rouge Luxembourgeoise et la Croix-Rouge Malgache, programme de réponse d’urgence santé / nutrition à Mananjary et Nosy Varika (financement UNICEF et Centre de Crise Français)

DESCRIPTION DU POSTE :

Sous la responsabilité de la responsable de desk, vous avez la responsabilité opérationnelle de l’ensemble de la mission à Madagascar.

Vos responsabilités principales sont les suivantes :

  • Recruter, manager et superviser les besoins en formation de l’ensemble de l’équipe de la mission
  • Définir la stratégie opérationnelle et de plaidoyer en collaboration avec l’équipe de coordination, le/la responsable de desk et les cadres bénévoles de la mission
  • Planifier et suivre les activités, mettre en place des mesures correctives si besoin et fournir un appui technique à votre équipe
  • Représenter MdM auprès des autorités, des acteurs locaux, des partenaires, des bailleurs et des médias
  • Assurer le suivi des accords de collaboration avec les partenaires, les autorités et les bailleurs, rechercher et développer de nouveaux partenariats et réaliser ou superviser la recherche de financements
  • Assurer la gestion financière de la mission en supervisant la construction et le suivi budgétaire et les financements bailleurs
  • Elaborer, adapter et suivre l’application des règles et procédures de sécurité et piloter la gestion de crise sur le territoire
  • Mettre en place et suivre l’application des cadres, politiques et procédures MdM sur les aspects programmatiques et support
  • Superviser le reporting interne et auprès des bailleurs de fonds

CONDITIONS D’EMPLOI :

Statut : Salarié

Contrat : Contrat à durée déterminée

Gross monthly salary of 3,964 euros
13th month equivalent paid in 2 installments – from 6 months of effective work seniority
Expatriation bonus of 10% of gross salary per month

REQUIRED PROFILE :

Experience in a general coordination position.
Management experience (5 coordinators in direct management).
Experience in project management and mastery of planning and monitoring.
Good knowledge of public health.
Experience working with institutional authorities, donors, UN, international and national NGOs.
