Under the direction of the USCRI Mexico Program Coordinator, based in the Regional Office for Latin America and the Caribbean in Aguascalientes, this position is responsible for overseeing the implementation of the United States-Mexico Border Program (USMBP), this program forges partnerships with institutions of higher education and provides coordination and training on migration issues to authorized agencies and other stakeholders. The program provides legal advice and representation to individuals in the context of mobility, with the objective of ensuring the protection of their rights and safe migration in the U.S.-Mexico border area. The projects managed in this program are the FOCAL Project (Strengthening the Capacity of Shelters) and the Border Legal Clinic.

The role includes building and maintaining partnerships with local actors and institutions, ensuring coordination and training on migration issues for key parties, and providing legal advice and representation to people on the move, with the mission of ensuring the protection of migrants’ rights and promoting safe migration in the U.S.-Mexico border zone.

MAIN FUNCTIONS AND RESPONSIBILITIES

  • Coordinate litigation and representation in legal matters.
  • Monitor the situation of the migrant and refugee community in shelters.
  • Provide legal support and advice to all areas of the organization.
  • Oversee legal defense and representation of U.S.-Mexico Border Program (U.S.M.B.P.) beneficiaries.
  • Oversee the legal activities of supervisees and ensure a high level of quality work.
  • Coordinate the activities and objectives of the U.S.-Mexico Border Program projects: FOCAL Project (Capacity Building of Local Actors) and the Legal Clinic.
  • Establish and maintain working relationships with the municipal, state and federal levels of government to carry out actions and projects that facilitate and promote regular and orderly migration.
  • Maintain effective communication with all program partners, program managers and other members of the organization.
  • Oversee the implementation of the university mobilization program, ensuring its cyclical operation.
  • Coordinate inter-agency visits.
  • Oversee the proper implementation of training programs on migration issues.
  • Coordinate the U.S.M.B.P. team and foster a positive and motivated environment.
  • Ensure that staff receive adequate training and support to fulfill their responsibilities.
  • Prepare regular reports of activities and accomplishments in accordance with organizational guidelines and templates.
  • Monitor compliance with the provisions of the human resources manual, internal regulations and administrative procedures.
  • Perform all other duties necessary for the fulfillment of the responsibilities of the position.

EDUCATION AND EXPERIENCE

  • Law Degree (degree required)
  • Professional license duly registered with the Federal Judiciary.
  • Master’s degree desirable.
  • Minimum 4 years of experience working in a similar position.
  • Previous experience in amparo and administrative litigation.
  • Work or volunteer experience collaborating with civil society organizations in the areas of migration, human rights or vulnerable populations.

LANGUAGE

  • Fluency in English at C1 level.
  • Native Spanish or, in case of being a foreigner, Spanish C2 (Comprehension and expression).
  • Fluency in official UN languages (French, Chinese, Russian, Arabic, Swahili, Dinka) will be considered an asset.

EVALUATION OF ACTIVITIES

  • Semiannual evaluations of performance and fulfillment of objectives.

CONDITIONS OF THE JOB OFFER

  • Schedule: Monday to Friday from 09:00-17:00 hours.
  • Salary: $28,000 Mexican pesos per month.
  • Initial trial contract of 3 months
  • 4 weeks of vacation per year worked plus official days.
