General context of the project

The conflict in the Lake Chad basin has intensified in the past two years due to Boko Haram’s attacks on civilians, who have pushed millions of people to leave their own homes, forcing them to access essential services and destroying local infrastructure. The conflict hit the 4 countries of the Lake Chad basin ( Cameroon, Chad, Niger and Nigeria ) and in general, 2.4 million people were forced to leave their own homes.

The Lake area is even more vulnerable to the influx of people who are exasperating the pressure on already insufficient resources and on the weak basic infrastructure of the least developed regions of Chad. This food and nutrition crisis, displacement, epidemics and natural disasters contribute to exacerbating humanitarian needs and amplifying existing vulnerabilities.

General position objective

As part of the strengthening of its teams at the accounting center, INTERSOS is creating a new Deputy Country Finance Coordinator ( DCFC ) position.

Under the direction of the Country Finance Coordinator, the mission mainly consists of supporting the organization’s daily financial management.

The DCFC must ensure the development of financial data, the verification of budgets and financial planning, verify the quality of supporting documents and prepare project financial reports with the support and supervision of the Country Finance Coordinators.

The DCFC must support the Country Finance Coordinator in the management and verification of all the financial processes of the mission, make all the changes necessary to improve these processes and ensure compliance with the organization’s procedures manual.

Main responsibilities and tasks

  • Cash flow – Monthly consolidation of liquidity needs on the basis of the financial planning of each project, weekly and monthly fund requests made by project.
  • Development of – projects actively participate in the creation of budgets for new projects with the support of the Country finance coordinator and the CDM.
  • Financial Reports – in collaboration with the Project Managers and the finance coordinator Country ensuring the preparation of financial reports for donors and the respect of internal and external deadlines established by compared to that. The DCFC must also ensure the monthly verification of the Financial Plan for each project in relation to the budget available.
  • Audit – support the Country finance coordinator and the Head of Mission with regard to the preparation of internal and external audits.
  • Grants Management – work with the Grants Department to ensure that the financial guidelines of donors, formats and processes are well understood by the mission staff at the start of projects.
  • Always ensure compliance with INTERSOS procedures and donors in the mission.
  • Update the financial situation of the mission and projects on the basis of the Excel sheet called ‘ Prima Nota ’ and the NPW software.
  • With the support of the finance coordinator Country participate in the preparation of the monthly bank reconciliations of each organization’s account in the country.
  • Ensure the correct archiving of documents and supporting documents in each base of the organization on the basis of the indications shared by the Country Finance Coordinator

Profile required

Education

  • Accounting, management or finance training / BTS / License / Master

Professional Experience

  • Professional experience of 5 years in similar roles.

Professional requirements

  • Very good knowledge of budgetary and financial management.
  • Very good knowledge of donor procedures.
  • Rigorous and organized in the management of the service, meeting deadlines.
  • Relational qualities for external and internal interactions.
  • Autonomy and adaptability required.
  • Availability to work under pressure.

Languages

  • Excellent knowledge of French.
  • Notions of written and spoken English.
