Coordinator of the program to improve the health and well-being of people with albinism at Pierre Fabre Foundation

Presentation of the Foundation

Selflessly, independently and with a strictly humanitarian goal, the Pierre Fabre Foundation, recognized as being of public utility since 1999, aims to enable the populations of the least developed countries and those of emerging countries in the world, as well as populations exceptionally plunged into serious crisis situations of political, economic and / or natural origin, to access, both in terms of quality and volume, to healthcare and more specifically to commonly used drugs defined, in particular by the WHO, as essential to human health.

As part of its mission, the Foundation has developed 34 Programs in 19 countries around 5 areas of intervention:

  • Training of drug professionals
  • Fight against sickle cell anemia
  • Access to quality care
  • Dermatology
  • e-Health

Context and objectives of the program

Raised awareness by associations, the Pierre Fabre Foundation has observed the seriousness and extent of health problems linked to albinism. In sub-Saharan Africa, the prevalence of albinism is estimated by the World Health Organization between 1 in 5,000 and 1 in 15,000. This genetic disease, characterized by a deficiency in skin pigmentation, of hair, body hair and eyes is responsible for extreme sensitivity to the sun. The risks of developing skin cancer and skin conditions are extremely high, and albinism also results in severe visual impairment. In addition, people with albinism (PAA) are victims of superstitions and false beliefs which in certain regions of Africa lead to attacks and even murders. Since the end of 2015, the Foundation works alongside associations, NGOs and health professionals in Africa to strengthen information, prevention, early detection and medical care for people with albinism. In 2021, the Foundation is working in Tanzania, Malawi, Mali, Togo, and Côte d’Ivoire.

For 4 years, the Foundation has collaborated with the NGO Standing Voice in Tanzania and Malawi, on a program called the “Skin Cancer Prevention Program” (SCPP). Every 6 months, people with albinism are invited to “clinics” (medical meetings in referenced places) to benefit from education and awareness sessions, dermatological consultations and receive hats, sunglasses and sun protection ointments. These sun protection ointments have an important role in the prevention of skin lesions and are manufactured locally within the Kilisun Production Unit (KSPU), a laboratory dependent on the Regional Dermatology Training Center (RDTC), itself part of the hospital center. KCMC University, in Moshi. Patients with lesions can be cared for on site or referred to hospitals if necessary. 3,693 people with albinism from 15 regions in Tanzania and 795 PAA in 4 districts in Malawi are receiving these services.

Following the evaluation in 2020 of the SCPP, the Foundation is extending its collaboration with Standing Voice and the RDTC to strengthen and deploy a phase 2 of the 6-year SCPP, with more holistic support, the objectives of which are:

  1. Reduce the prevalence of skin cancer and other skin conditions in people with albinism.
  2. Improve ophthalmic care and low vision management for people with albinism
  3. Implement a global database that will strengthen patient follow-up
  4. Increase psychosocial well-being and social inclusion of people with albinism
  5. Raise international awareness of the needs, challenges and protection of the rights of people with albinism

In anticipation of the implementation and operational monitoring of this project, the Pierre Fabre Foundation has decided to create a position of Program Coordinator in Tanzania. Under the supervision of the e-Health and Dermatology Project Manager and in conjunction with the beneficiaries and operators of the project, the incumbent will be responsible for the following missions:

Mission and main activities

1 / Piloting the operational implementation of the project

  • Manage the action plan (in launch and in development)
  • Ensure the planning, implementation, monitoring and evaluation of the program on a daily basis
  • Support / coordinate local teams in carrying out the activities provided for in the convention (Standing Voice, RDTC)
  • Ensure coordination and collaboration with stakeholders (Standing Voice, RDTC) and key program partners

2 / Monitoring of activities

  • Ensure the collection and regular monitoring of key program indicators
  • Check compliance with the chronogram
  • Participate in quality control and in particular in verifying the good conformity between the activities carried out and the activities provided for in the agreement
  • Prepare monthly and semi-annual reporting of activities, alert in the event of events likely to bring significant changes to the project
  • Ensure the proper transmission of information by being the permanent link between the partners

3 / Financial monitoring

  • Contribute to the management of the operational budget
  • Carry out financial reporting, management control and expense monitoring

4 / Organization of Steering Committee meetings and head office missions

  • Ensure the organization and holding of regular meetings of local teams
  • Develop agendas, write minutes, ensure follow-up follow-up as well as communication relating to meetings
  • Ensure the organization and animation of field missions carried out by the teams from the Foundation’s headquarters

6 / Representation of the Foundation with local ecosystems and communication

  • Participate in the representation of the Pierre Fabre Foundation with local stakeholders (Ministry of Health, health authorities, patient associations, international donors, etc.)
  • Develop the internal and external communication of the project: ensure the visibility and notoriety of the project
  • Preparation of presentation supports (general public, Board of Directors, Bureau, etc.) Collection and archiving of visual supports of the program in the photo library; writing language elements to communicate on social networks.

Required profile

Experiences and training

  • Medical profile or Masters level or equivalent in the field of international development, public health / epidemiology or related field
  • Professional experience of at least 3 years necessary in management of development projects in countries with low or intermediate resources, within an NGO, a company or an international institution
  • Experience within the framework of a project in one of the following themes would be appreciated: Dermatology, Access to health care, Support to NGOs in the field of health

Knowledge and skills of the candidate

  • Project management skills – monitoring and evaluation – financial monitoring
  • Knowledge of public health
  • Knowledge in the field of development or humanitarian
  • Knowledge of dermatology
  • Ability to work with international partners, in an intercultural environment
  • Rigorous and organized, ability to work independently, ensuring coordination with multiple contacts and regular reporting to your line manager
  • Good analytical skills
  • Writing and synthesis skills
  • Diplomacy and adaptation to different levels of interlocutors, interpersonal skills, communication and listening skills
  • Ability to seek information (curiosity and sense of initiative)
  • Full control of the Office Pack

Languages

§ Perfect command of English and French (oral and written)

§ A mastery of Swahili is a plus

Contract

Place of mission: Moshi (Tanzania), with trips to the interior of the country, to Malawi and to France

Starting date: from June 2021

Status: VSI – Duration: 18 months renewable once.

Full time

Prerequisites:

  • Passport valid for more than 6 months at the time of scheduled departure
  • Up-to-date vaccination record / ability to travel.
