CARE Afghanistan is looking for a dedicated Proposal Development and Donor Reporting Coordinator to lead our efforts in securing funding and ensuring high-quality program management.

In this role, you will manage all internal and external reporting, optimize grant and program management processes, and coordinate high-quality proposal writing and submissions. You will also identify funding opportunities, strengthen internal systems, and ensure strategic response quality. Reporting to the Deputy Country Director – Programs, you will collaborate closely with the Program Advisor, technical leads, and other relevant teams to make a meaningful impact.

Key Responsibilities:

Optimize Grant and Program Management Processes:

  • Lead the development of improved program management processes and tools.
  • Build capacity for program and support staff on new processes.
  • Initiate and follow up on monthly and grant-cycle specific processes.
  • Support Program Quality (PQ) teams in capitalizing on learning from report outcomes.
  • Provide training on report writing, proposal writing, and donor guidelines/regulations.

Ensure Compliance with Donor Guidelines and Regulations:

  • Ensure CARE Country Office (CO) compliance with donor regulations regarding grants management and reporting.
  • Serve as the mission focal point for questions related to donor regulations.
  • Act as the primary contact for discussions with donors on ongoing programs.
  • Coordinate responses to requests for information from donors.
  • Develop compliance fact-sheets as needed.
  • Provide capacity building to staff on donor compliance guidelines in collaboration with Program Coordinators and the finance team.

Lead All Internal and External Reporting Processes:

  • Develop and update tools for tracking and planning both internal and external reporting processes.
  • Support program teams in compiling, editing, or completing internal and external reports.
  • Streamline and simplify internal reporting processes in collaboration with PQ teams.

Ensure Effective Coordination of Program Development Processes:

  • Coordinate and work with teams on the development of proposals or bids from start to submission.
  • Develop and maintain strong internal relationships with focal points at all levels of CARE Federation, including the Asia Regional Office, global technical teams, and CARE Member Partners.
  • Liaise with CARE US HQ fundraising units.

What We’re Looking For

  • Education: A bachelor’s degree in writing, journalism, literature, International Studies, or related field.
  • Experience: At least 5 years of experience in writing proposals, articles, reports for NGOs, donors, or research companies, and developing budgets. Minimum of 5 years of field experience in humanitarian/relief and emergency response programming, development, and rehabilitation.
  • Skills: Strong written English skills, ability to meet timelines in high-stress situations, and extensive experience in proposal development and program design.
  • Knowledge: Familiarity with key development and humanitarian aid donors (ECHO, GAC, FCDO, USAID), and key program areas (nutrition, health, mental health-care practices, gender-protection, WASH, food security and livelihoods, DRR).
  • Additional Qualifications: Good knowledge in gender analysis, conflict sensitivity, and partnership management. Experience in Afghanistan or similar humanitarian relief contexts is an added advantage.
  • Attributes: Strong attention to detail, ability to build coherence between project documents, and willingness to travel within Afghanistan, including remote and low-resource environments.
