General context of the project

Present since 2010, INTERSOS DRC intervenes in 4 provinces mainly in the protection sector ( South Kivu, North Kivu, Ituri and Haut Uele. INTERSOS is responsible for monitoring protection in Ituri, North Kivu, South Kivu with UNHCR funds. Humanitarian funds also finance certain protection projects in Ituri and SV in the north Kivu INTERSOS also works in partnership with UNICEF and WFP in the protection sector nutrition and cash support. With more than 200 employees, INTERSOS has an env portfolio. 6.4 M USD. INTERSOS is generally well accepted by communities and is present in many territories. End of 2023,INTERSOS wishes to continue to improve the quality of its work and to deepen its understanding and analysis of the protection issues affecting the population in order to provide adequate responses. INTERSOS also wishes to expand its portfolio by working with new institutional donors in order to better meet the needs identified.

General position objective

In collaboration with the head of mission, and the technical support of the Technical Protection Advisor, define and coordinate the implementation of the mission protection strategy. Provide training, advice and technical guidance to protection personnel, ensuring that the various components of the ( protection monitoring program, prevention and response to Gender-Based Violence / VBG, community-based protection ) are carried out in accordance with internal directives and international standards and principles, in order to effectively achieve the objectives of the mission, in accordance with the vision and value of INTERSOS

Main responsibilities and tasks

  • Contribute to the design of the protection strategy and provide technical support and assistance in the implementation of protection-related activities, in particular related to protection monitoring, prevention and response to VBG, child protection and community-based protection.
  • Contextualize and adapt the internal and global directives, ensuring that they are deployed and known to employees ( SOPs and guidance notes on assistance in CASH in protection, on case management, community-based protection. )
  • Support project managers in the technical aspects of implementing project activities
  • Provide clear technical support, advice and supervision to protection personnel, including the training necessary to develop specialized skills in all principles and activities related to protection, including community-based protection, protection monitoring, case management of VBG survivors and child protection, legal assistance, psychosocial support ( PSS ),
  • Integrate protection concepts and principles into all programs ;
  • Depending on the needs identified and the resources available, provide training, workshops and seminars to national and international staff on issues related to protection, monitoring of protection, VBG and child protection, community-based protection
  • Provide training and workshops to non-protective personnel to strengthen skills and knowledge of protection principles and enable them to integrate protection in different sectors
  • Regularly assess the protection needs and risks and the gaps, vulnerabilities and capacities of the target populations in current and future areas of operation, periodically update the analysis of the protection situation and inform the program teams accordingly
  • Provide a strategic analysis of protection and the preparation of periodic reports on trends ( including aspects of conflict analysis, gender and protection risks ) from program experience to improve development, implementation and policy and advocacy activities
  • Ensure that protection data is collected, archived, processed, analyzed and disseminated in ethical terms, in accordance with internal data protection protocols
  • Ensure good integration of gender, inclusion, disability and age in the protection program
  • Ensure cohesion and harmonization of protection activities and services on the various implementation sites within the mission
  • Support the program coordinator and / or project managers to finalize or ensure the integration of protection, compliance with international internal and donor protection standards and appropriate technical language.
  • Work with the protection team / specialists to ensure that all interventions are coordinated and that technical resources are available for the field teams to follow
  • Periodically analyze ( quarterly ) the protection trends in our areas of operation from the data of our protection interventions to identify needs, problems, trends
  • Provide a strategic analysis of protection and the preparation of periodic reports on trends ( including aspects of conflict analysis, gender and risk management ) from program experience to improve development, implementation and policy and advocacy activities
  • Monitor indicators, ensure that protection data is collected, archived, processed, analyzed and disseminated in ethical terms, in accordance with internal data protection protocols. Manage the protection database ensuring that all data is regularly encoded
  • Ensure that protection reports are submitted to headquarters on a monthly basis
  • Support the program coordinator and / or project managers to finalize external reports guaranteeing the integration of protection, compliance with international internal and donor protection standards and appropriate technical language.
  • Promote the harmonization of program approaches and methodologies through the various implementation sites, according to contexts and needs, by developing and monitoring the use of common tools ;
  • Create experience sharing and learning opportunities within the protection staff of all projects, in order to ensure synergy between the staff and an attitude and cooperation / support mechanisms ;
  • Ensure that personnel and protection services adhere to best practices for monitoring case protection and management, as well as internal and international standards and principles of protection
  • Contribute to monitoring the implementation and quality of the program ;
  • Undertake regular field visits to provide advice and technical supervision, as well as continuously monitor the progress of protection activities ;
  • Identify opportunities for new protection interventions and support evaluations and developments of new project proposals
  • Design S&E tools for protection activities and interventions and provide advice on the use of tools and ensure that they are used
  • Measure the impact of activities and identify best practices
  • In cooperation with the accountability unit, support the development of complaints mechanisms for beneficiaries and ensure that complaints are dealt with correctly
  • In cooperation with the accountability unit, if necessary, monitor the implementation of child protection policies ( CP ) and protection against sexual exploitation and abuse ( PSEA )
  • Staff supervision and management
  • Technically supervise protection specialists and protection officers and conduct regular performance evaluations ( IRP )
  • Review the work plans of protection specialists and protection officers and define priorities in collaboration with protection project managers
  • Organize ad hoc protection meetings with protection specialists, protection officers and project managers to share challenges and priorities and develop action plans to resolve them
  • Organize regular meetings with protection specialists, protection officers and the protection team to discuss implementation and ensure quality
  • Organize an ad hoc meeting with the program coordinator / sector coordinators / project managers to share challenges and priorities and develop action plans to resolve them
  • Plan and supervise, in close coordination with the HR department, the associated processes ( recruitment, training, performance evaluation, development and internal communication ) of the personnel under their responsibility in order to improve the capacities and activities of the personnel and to ensure learning and development

Networking and partnerships :

  • Establish and maintain collaborative relationships with donors, partners, project stakeholders and other relevant organizations
  • Maintain effective relationships with Protection, GBV and CP clusters and related working groups at the national level
  • Ensure that protection specialists and protection officers have productive relationships with subgroups at the field level
  • Ensure that key protection concerns are brought to the attention of relevant stakeholders to advocate for respect for human rights and minimum standards of protection
  • Coordinate with other internal services to ensure good collaboration
  • Exchange with protection coordinators of other missions to share best practices and resources and actively participate in monthly headquarters protection meetings and internal thematic working groups
  • Collaborate and support the headquarters protection adviser in the development of technical resources and guidelines

Profile required

Education

  • Higher university degree in fields related to social sciences such as political science, international relations, international development, cooperation, sociology, psychology, law, human rights or similar subjects.
  • An undergraduate university degree with a relevant combination of academic qualifications and experience can be accepted in place of the higher university degree.

Professional Experience

  • At least 5 years of professional experience in technical protection roles in humanitarian contexts.
  • Practical experience in training and the implementation of key protection interventions related to protection monitoring, VBG and PE case management at PSS and community-based protection
  • Proven experience in coordination, protection monitoring, community-based protection and case management supervision ( CP, SGBV and / or PBS )
  • Solid experience in training and capacity building and development of local staff and partners in protection-related subjects
  • Previous work experience in complex emergency contexts, involving internal displacement.
  • Experience with monitoring tools and systems, including remote monitoring
