Coordinator/Rice Of The Oseer Program And The Cape Regional Center At International plan

Plan International France has just obtained the granting of a Program Agreement from the AFD entitled OSEER – Opportunities for sustainable (integral) socio-economic and environmental integration of young people, for a transformation of social gender relations in the Sahel. The Program Agreement will be implemented in Burkina Faso, Mali and Senegal with a strong regional component on the development of a center of expertise (the CaPE).

The regional coordinator of the OSEER program and the CaPE center will play a key role in providing technical leadership, management and supervision in the implementation of this 3-year Program Agreement, particularly on the component linked to the Capitalize , Share , Change Center for the establishment of a Regional Center of Expertise ( CaPE ) which aims to strengthen regional expertise and the quality of the interventions of Plan International and the main stakeholders in the region in terms of integral integration through a transformative approach to social gender relations and through the engagement of young people.

The regional coordinator of the OSEER program and the CaPE center coordinates the implementation of the project in the 03 countries of intervention of the project (Burkina Faso, Mali and Senegal) in support of the national project managers in each country office. She/he is more particularly in charge of the CaPE component which aims to strengthen regional expertise and the quality of interventions.

KEY RESULTS AND SPECIFIC RESPONSIBILITIES

Its main tasks will be to:

Strategic leadership

  • Ensure that high quality collaboration and coordination are maintained for effective and efficient implementation of OSEER Program Convention interventions by all stakeholders in the three countries of intervention (Burkina Faso, Mali and Senegal) in compliance with donor requirements and in a process of capitalization and learning between the three countries.

Coordination and Management

  • Ensure the project gets off to a good start: support the teams from the three countries at the start of the new project and participate in the project’s local recruitment processes
  • Ensure the management of the 3 national Project Managers of the OSEER Program Convention and the OSEER Monitoring and Evaluation Coordinator and ensure the quality of the dialogue between the Plan International France project staff and the field teams.
  • Support national project managers in the development of work plans, budgets and monitoring tools for all interventions of the OSEER Program Convention with the support of Plan International France, with the support of the Coordinator /rice Monitoring Evaluation OSEER.
  • Ensure regional coordination with other Plan International interventions on issues of integral socio-economic integration, particularly on the UNFPA Sahel Women Economic Dividend Demographic (SWEDD).
  • Ensure the proper implementation of the objectives in terms of advocacy carried out with and for young people and the coordination of advocacy at the level of the three countries as much as necessary, in conjunction with the 3 countries and the advocacy manager(s) in the three countries

Capitalization and learning

  • Ensure that coordination, monitoring and capitalization will be carried out on the 3 specific objectives of the Program Convention, in conjunction with the CO and FNO teams.
  • Provide thematic support in the areas of integral transformative integration of gender social relations and ensure capacity building of local actors (Plan teams and partners) on these subjects
  • Define and implement the CaPe strategy to develop into a center of resources, expertise, capitalization and regional exchange based on pilot actions carried out in the 3 countries of intervention
  • Coordinate, capitalize, analyze and share the various studies and evaluations carried out on the OSEER Program Convention (gender analysis, market study, annual capitalization, annual evaluation, external final evaluation, etc.) with the support of the coordinator Monitoring OSEER evaluation.
  • Coordinate the documentation of good practices on economic empowerment at the regional level and in SWEDD/UNFPA/World Bank countries including experience sharing, capitalization, women’s innovation space

Representation

  • Facilitate the connection between public structures, civil society and the private sector around the CaPE on the transformative integral integration of social gender relations and the promotion of advocacy actions with the youth engagement approach on these issues.
  • Contribute to the research and development of high-impact initiatives within the framework of strategic partnerships with public authorities, civil societies, private sector, training centers and research centers based in the countries and the region.
  • Represent Plan International and the OSEER Program Convention externally, to AFD and strategic technical and financial partners, and internally to the Plan International Federation for the dissemination and capitalization of project achievements, particularly in the sub-region.
  • Represent Plan International within the framework of the technical assistance agreement in countries not covered by the SWEDD project and support the Plan Country Offices for the countries covered

In addition, this role also requires the ability to think creatively to ensure high levels of engagement of young women and men, including marginalized groups, in the processes of production, dissemination and capitalization of knowledge, as well as in the governance of the project. This requires using creativity to design working mechanisms and methodologies adapted to young people, including those from low-income backgrounds and low literacy levels.

Child Protection Policy Responsibilities (required for all staff)

  • Comply with the Child Protection Policy, Code of Conduct and report any concerns relating to the CPP.
  • Responsible for implementing CPR standards as they apply to the area of ​​responsibility, as well as developing measures to address identified gaps and monitoring their effectiveness.
  • Ensure that all partners, visitors and associates of Plan International in their area of ​​responsibility receive, are informed of and have signed and returned a copy of the Child Protection Policy. Inform partners, visitors and associates that they must comply with the policy in all contacts and communications with children during their visit.
  • Ensure that Plan International’s global child protection (CPR) and gender equality and inclusion (GEI) policies are fully integrated in accordance with the principles and requirements of the policy, including relevant standards and implementation guidelines applicable to their area of ​​responsibility. This includes, but is not limited to, ensuring that staff and associates know and understand their responsibilities under these policies and the Plan International Code of Conduct (CoC), their relevance to their area of ​​work and that concerns are reported and managed in accordance with appropriate procedures.

KEY WORKING RELATIONS

The Coordinator of the OSEER program and the CaPE Regional Center will work under the supervision of WACAH Director of Regional Influencing, Partnership and Business Development.

Communications and labor relations:

  • Staff of Plan International Burkina Faso, Mali and Senegal (CD, PIM, CAF, National Project Managers, Area Advisors, CFM, FNO, PIIAM)
  • FNO Staff (Project Manager, PEJ Manager, Deputy Program Director and SERA)
  • The various local partners of the project,
  • The COPIL,
  • Groups of adolescents and young people from the communities;
  • Beneficiary communities.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

  • University degree in social sciences, education or international development;
  • At least eight (08) years of experience in project management and financing management (experience with AFD financing is an asset);
  • Professional experience and thematic knowledge around the challenges of transformative integral integration of social gender relations and promotion of youth engagement, particularly girls and women in the sub-region;
  • Experience in managing a remote team, in a multicultural environment;
  • Experience coordinating with multiple stakeholders; including youth organizations
  • Good problem-solving skills;
  • Capacities in strategic planning and innovation;
  • Ability to achieve expected results and exceed expectations;
  • Ability to work in a team and independently;

PHYSICAL ENVIRONMENT

He/She will make frequent trips to Burkina Faso, Mali and Senegal (60% of the time).
