Job description:
The Consortium Coordinator will be responsible for the coordination, quality, achievement of objectives and reporting of the EPT project. He will be the interface between the project and the donor. This is a 4-year multi-sectoral project aimed at improving the schooling of girls and the most vulnerable in the prefectures of Mambéré and Mambéré -Kadéï, a conflict recovery zone.
Responsibilities:
The Consortium Coordinator has the responsibilities of:
Ensure coordination, communication as well as cohesion and synergy between the consortium partners on the one hand and between the consortium and the donor (AFD) on the other hand.
- Share information (including regular meetings) between partners as well as for technical questions from counterparts (Logistics, administration, programs, finance, etc.) so as to ensure coordination and synergy in activities.
- Ensure that project partners and stakeholders respect the specifications and guidelines relating to the implementation of the project.
- Ensure leadership in planning and monitoring project activities in collaboration with consortium members and stakeholders.
- Represent the Consortium in relevant forums (meetings with government and local authorities, clusters, working groups, humanitarian and development actors).
- Prepare activities and consortium presentation documents for internal and/or external communications, depending on defined needs.
- Organize planning workshops, training, strategic discussions and lessons learned to better achieve project objectives and results.
- Organize and lead regular meetings between partners (steering committee) to ensure the smooth running of the project and ensure the dissemination and validation of the reports from each meeting.
- Play the pivotal role in the functioning of the project team/consortium by ensuring cohesion and synergy in the work approach.
- Regularly inform AFD of the evolution of activities and major actions and needs and respond in time to all information needs issued by the lessor.
Lead the project reporting process
The Consortium Coordinator is responsible for:
- Analyze the monthly financial activity monitoring reports according to the indicators established by the Consortium and approved by the AFD, and propose amendments if necessary.
- Organize the back-planning of reports and other project documents and monitor compliance by partners
- Collect information from field experts in intervention areas, compile it and write consistent documents for all AFD reports.
- Ensure validation of reports by partners before sharing with the donor.
- Ensure the use of monitoring reports for continuous improvement of project implementation.
Financial management
- Ensure budgetary monitoring of the EPT project and ensure that accurate and timely financial reports are sent to AFD.
- Ensure that all purchases by project partners follow procedures established and approved by AFD
- Ensure the smooth running of the various project audit processes.
Compliance of the implementation and logistical and administrative procedures of partners with AFD contract
- Carry out field visits to ensure the smooth running of activities, resulting in a report containing recommendations and an action plan to share with partners.
- Support the preparation of monitoring, evaluation, research and learning (SERA) tools.
- Ensure compliance with the logistical and administrative procedures of consortium partners and ensure that they comply with AFD rules.
- Ensure compliance with guidelines on partner visibility, information sharing, gender, PEAS, Code of Conduct, human resources management, etc.
- Ensure that all documents concerning the Consortium are available, well archived and complete (including quarterly monitoring of supporting documents, contracts, purchasing procedures, etc.).
Qualifications and skills required
- University degree (at least master’s degree) in International Development, Educational Sciences, Social Sciences or related field.
- At least 7 years of experience in humanitarian/development project/program management, preferably in the education field
- Experience in the coordination/management of consortia (experience with Education, Protection, Wash, Health consortia and/or with strong coordination issues with the authorities will be an asset).
- Expertise and/or experience in the healthcare field would be an asset.
- Experience in managing multi-million euro financing (experience with AFD financing is an asset)
- Strong analytical, administrative and conceptual skills.
- Proven ability to prioritize tasks, meet deadlines and work with limited supervision, be proactive and a good team player.
- Mastery of gender issues and Monitoring, Evaluation, Research and Learning (SERA) would be an asset.
- Work experience in the Central African Republic (preferably in Mambéré Kadéi).
- Management and/or supervisory experience.
- Experience in financial supervision and budget monitoring.
- Effective leadership skills and excellent communication skills.
- Fluency in written and spoken French and English.
·Have good computer skills in budgetary, operational and activity management formats (Word, Excel, Outlook).
