Mission
The Country Coordinator has overall responsibility for the MdM mission in the Sahrawi Refugee Camps (CRS). He/she will lead the MdM strategy and closely monitor and coordinate with all departments to ensure smooth and timely implementation of programmes and adequate operational support in line with the context, MdM and donor standards and requirements, ensuring compliance with the MdM Strategic Plan. He/she will be responsible for the safety of MdM teams in the field.
Geographical scope of intervention
The country coordination will work in Rabuni and will make periodic visits to the wilayas.

Responsibilities and functions
Representation, communication and positioning
· Represent MdM and maintain contact with the country’s authorities, other NGOs, international and national agencies and organizations, donors and civil and military authorities
. Ensure that our actions are consistent with the policies, mission, principles and ethical values of Doctors of the World.
. Negotiate collaboration agreements and arrangements between local authorities and Doctors of the World and with other associated organisations and/or actors.
. Promote and participate in health coordination meetings with other humanitarian actors in the country
· Conduct external communication with the press and other national and international media and counterparts.
· Analyze the political and humanitarian situation to better guide projects
· Execute and lead political advocacy activities in the country in collaboration with its associative and operational representatives.
· Participate in existing platforms and networks in the country that support the MdM mission.
· Provide documents and information to the association for decision-making regarding the organization’s political positions in the country.
· Actively collaborate with the associative sector of Doctors of the World (political leadership, working groups, volunteers) and with its operational representative in defining a global strategy for the country.
Definition and planning of MdM’s actions in the Sahara
· Lead the design of the country strategy taking into account the organization’s vision and its cross-cutting themes, as well as the needs and problems of violations of the right to health previously identified.
· Lead the definition of MdM’s intervention lines in CRS within the framework of the MdM strategic plan.
· Propose and coordinate exploratory missions according to the needs detected and within the organization’s resource capacity.
· Support the Program Coordination in the preparation and presentation of proposals for new projects, defining strategies, objectives, characteristics, etc. and guaranteeing the strategic vision of MdM and in line with its Strategic Plan.
Project management
· Ensure the achievement of the objectives and results of all MdM projects in the country.
· Oversee the annual planning of projects in accordance with the organization’s annual operational planning.
· Monitor and evaluate the overall implementation and management of projects by regularly visiting the areas of intervention and establishing reorientation strategies if necessary.
– Identify operational problems and risks by adapting the structure according to specific needs.
· Search for funders on the ground and establish contacts with existing funders present in the country.
· Plan the human and material resource needs required for the correct implementation of activities.
· Ensure delivery of all internal monitoring reports, as well as supporting reports (monitoring and final) for financial institutions.
· Coordinate and accompany audits and/or evaluations of projects according to needs
· Evaluate, together with the humanitarian action unit and the country manager, the emergency situations that may arise and propose, in a coordinated manner with the field team, possible interventions or support to the Ministry of Health and/or civil society.
Team management and coordination
· Manage, supervise and direct field teams.
. Manage the country operation coordinators and ensure that each position has clearly defined and achievable objectives. This responsibility entails training and developing staff and fostering frequent and constructive coordination across departments and teams.
. Provide overall leadership of the country operation by demonstrating integrity and promoting a culture of accountability and respect. This involves frequent and regular interactions with staff, beneficiaries and other key stakeholders.
· Supervise the national personnel management policy in coordination with the people development department and the person responsible for Sahara to achieve maximum integration and involvement of personnel in the MdM team and work.
· Promote and implement the MdM volunteer program in the field.
Finance/administration/logistics
· Oversee the standardization of financial, administrative and logistics procedures in the country.
· Supervise the correct planning and budget execution of projects and mission
· Contact and negotiate with potential international financial institutions accessible on site.
· Identify needs for reorientation of the intervention based on legal or regulatory requirements, with a strategic vision.
· Ensure compliance with administrative, financial and logistical procedures in the mission, in accordance with the requirements of MdM and donors.
Security
· Ensure the safety of MdM’s equipment, material and financial resources in the country
· Ensure the design and/or updating of the country security plan, and other security management documents and tools in accordance with the organization’s general security policy
· Monitor compliance with the organization’s internal regulations regarding security measures.
· Monitor the implementation of the country’s security criteria, monitoring the alert levels of all staff, the evolution of the security context in the region and in the camps, and adjust security measures accordingly.
. Stay in touch with the country’s security forums to ensure up-to-date knowledge of the political climate and security risks.
. Update the headquarters security team on all relevant security information and activate the headquarters security management team in the event of an emergency.
Training
University degree or diploma. Training in health sciences or other social disciplines and international cooperation is preferred.
Desirable: Master in International Cooperation and/or Humanitarian Aid, public health and/or gender
Requirements
Languages: Essential C1 Spanish and English (B2) and/or French (B2)
Knowledge of Arabic is desirable
Computer science: user level of the Office package.
Experience
- Field experience in international cooperation is essential, preferably with health organizations. Previous experience in coordination and team management positions of at least 3 to 5 years is required.
- Previous experience in security management.
- Experience in coordinating International Cooperation and/or Humanitarian Aid programs.
- Demonstrable experience in the identification, formulation, monitoring and evaluation of the project cycle, as well as in budgetary and economic-financial monitoring and coordination.
- Experience in team management.
- Experience in similar contexts and/or humanitarian aid is desirable.
