Country Coordinator. Ukraine at Médicos del Mundo

JOB SUMMARY

MDM has been presented in Ukraine since 2014. These days MDM provides support to people affected by armed conflict and those fleeing in search of safety. MDM main focus is to provide immediate humanitarian relief and to enhance first recovery of health systems.

Component 1 – Medical supplies: Ensured access and availability to fill urgent gaps of the essential medicines and medical supplies for target population of the most affected areas within the local health systems, with especial focused in the collective shelters for the Internal Displaced Persons and in the borders to persons crossing.

Component 2 – Logistics: Ensured safe and timely shipment of humanitarian cargoes from Europe to Ukraine and provide logistical support for delivering humanitarian aid within Ukraine

Component 3 – Health system support: Ensured access and availability of essential health care – MHPSS included, in the primary and secondary health care facilities in the most affected areas of Ukraine through direct health care services provision, with especial focused in the collective shelters for the Internal Displaced Persons and in the borders to persons crossing.

Component 4 – Health Systems Rehabilitation and PHIS information systems: Ensured rehabilitation/ early recovery / PHIS information systems taking into account local capacities, resources, and constraints.

Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up emergency programs with logistics and supply chains that stretched to outside of Ukraine and are across the whole country, from west to the east.

The successful candidate will be based in Ukraine

ORGANIZATION CHART

The general coordinator is reporting and coordinating with/ to Desk Manager Ukraine (MDM Spain) and Desk Manager of MDM Germany. However, the position is under the direct supervision of Desk Manager Ukraine (MDM Spain).

FUNCTIONS

Representation, communication, and positioning:

Represent and maintain contact with the national and local authorities, other NGOs, agencies and international and national organizations, and donors in country.

Represent Médicos del Mundo before organizations and international financing entities (WHO, ECHO, OCHA, among others), public institutions (Ministry of Health), NGOs, and other agencies, ensuring that our actions are consistent with the policies, mission, principles, and ethical values of the Médicos del Mundo.

Negotiate collaboration agreements and agreements between local authorities and Médicos del Mundo and with other agency and /or associated actors.

Participate in national coordination platforms with other humanitarian actors in the country.

Assume the position of spokesperson for MdM in the country, for external communication, agreeing contents and positioning with the central headquarters.

Channel all relevant field communication to HQ and vice versa.

Participate and be part of the International Network.

Participate in the Steering Group of the International Network when required.

Strategy:

In collaboration with the country coordination management team, develop programmatic and operational strategies to ensure MDM is responsive, impactful, and forward-thinking to be able to deploy quickly a large-scale humanitarian response.

This requires developing an in-depth knowledge of the context and crisis, a thorough understanding of MDMs approaches and priorities, an adeptness in systems-thinking and a willingness to think beyond traditional humanitarian response and the project cycle.

In collaboration with the country coordination team, ensure new programming and emergency strategy response actions development are proactively undertaken and are agreed strategic frameworks and standards

Program management support:

Ensure the country program’s resources are planned, allocated and utilized effectively and transparently and in full accordance with local laws and donor requirements. To achieve this, collaborate with the coordination team to critically review and analyse systems in place to ensure ongoing budget monitoring, financial management and expense control and compliance

Team Management:

Manage the country operation’s coordinators and ensure each position has clearly defined and achievable objectives. This responsibility entails coaching and staff development and promoting frequent and constructive coordination between departments and teams

Provide overall leadership to the country operation by demonstrating integrity and by promoting a culture of accountability and respect. This entails frequent and regular interactions with staff, beneficiaries, and other key stakeholders.

Security:

• Ensure compliance with the internal rules of the organization in terms of security measures with special emphasis on extraordinary measures implemented in a complex crisis/ emergency.

• Contribute to the updating and revision of security rules at regular intervals.

• Liase with security forums in country to ensure an up-to-date understanding of the political climate and security risks.

• Update HQ security team on all relevant security information and activate HQ security management team in case of emergencies.

• Make executive decisions about security protocols to follow and lead the incident management team.

REQUISITOS MÍNIMOS

REQUIRED QUALIFICATIONS:

Academic background: University degree or diploma.

Desirable:

Master in International Cooperation and/or Humanitarian Aid

REQUIREMENTS:

Language requirements: Fluent English (written and spoken), C1 level, required. Ukranian/Russian: An asset

Computer requirements: Office pack user level.

EXPERIENCE:

Substantial experience in humanitarian/emergency context in top senior management roles. i.e.: Country Director, Head of Operations or Head of Programmes

Experience in developing partnerships and working with local partnersMédicos del Mundo

Experience working in adaptation/ re start-up mission

Strong leadership and people management skills as well as negotiation

Strong capacity building (mentoring, coaching) skills

Expertise in the different programme areas and support functions as logistics and security

Fluency in English, both written and verbal. Additional language skills (Russian/Ukranian) an asset.

Ability to be agile and to adapt to a continuously developing crisis
