The NGO Centre de Support en Santé Internationale (CSSI) is an NGO under Chadian law and of international scope of expertise in the implementation of development projects, research and humanitarian aid in the fields of health, education, etc. Created in 2006, its mission is sustainable health and social development. The CSSI is an institution of approximately 70 employees in Chad and approximately 36 employees in other countries of Central and West Africa, with an annual turnover of around FCFA 1.9 billion (EUR 2.9 million).
We are looking for a Country Director and Medical Coordinator for the CAR
The post holder is placed under the authority of the Director General of the CSSI. He/she will lead the Country Representation team in Central Africa.

Location: Position based in Bangui with travel domestically and internationally.

1. Responsibility.
As Country Director & Medical Coordinator of the CSSI in the Central African Republic, he generally leads the team in the activities, monitoring and control (technical, administrative and financial) of the programs.
2. Main missions and activities
As part of his work and under the supervision of the General Director of CSSI and in collaboration with the Heads of Department at headquarters and other collaborators, the main missions and activities are:
a). Representations and partnership
- Represents the CSSI with the Central African authorities (administrative procedures, etc.);
- Represents the CSSI with NGOs and various partners including local authorities and donors, but also other aid stakeholders, the media and civil society; participation in various meetings organized by partners;
b). Analysis, planning, implementation, monitoring, evaluation of activities
- Analyzes the health, political, economic and social context of the country;
- Design, capitalize on and evaluate public health interventions;
- Develop innovative strategies for the implementation, technical support and management of health services and programs;
- Supervise, support and develop the technical expertise of the teams;
- Writes status reports;
- Analyzes/evaluates new needs, defines strategies and content of projects to be undertaken;
- Proposes intervention projects to headquarters;
- Plays the role of supporting the writing of projects for donors;
- Plays the role of supporting the planning of medical, logistical and administrative activities;
- Develops and implements project monitoring and evaluation procedures;
- Supervises the management of financial resources (budgets, cash flow forecasts, control procedures, etc.) and administrative resources of the CSSI in Central Africa;
- Defines and adapts program monitoring indicators, in agreement with headquarters and in collaboration with the teams;
- Analyses the evolution of the situation linked to political and security contexts;
- Monitors the transmission of safety rules and their compliance.
- Decides after agreement of the headquarters to evacuate a base or the necessary representation.
c). Relationship with lessors
- Evaluation of new potential donors present;
- Maintaining links with technical and financial partners;
- Support for responding to calls for projects;
- Support for writing the narrative part of interim and final reports.
d). Human resources management
- Defines the job profiles, monitoring, support and evaluation of employees of the CSSI country representation;
- Supervises staff, ensures implementation of job descriptions, recruitment, training;
- Collaborates with the Administration and the HR Manager at headquarters: defines the training needs of the project teams, implements this training;
- Organizes and leads team meetings;
- Promotes the active participation of the team in the dynamics of the NGO;
- Manages the prevention of risks of abuse of power and raises awareness among teams on the subject.
e). Communication
- Participates in informing donors and the general public;
- Participates in the NGO’s external communication;
- Initiates testimony and participates in developing advocacy if necessary.
f). Reporting
- Establishes a system for monitoring health activities;
- Organizes and supervises the collection of data requested by partners and health authorities;
- Ensures the preparation of specific reports requested in the field;
- Prepares activity reports (monthly, quarterly, half-yearly and annual);
- Organizes coordination meetings;
- Offers a choice of data collection and medical indicators, collects data from all activities.
3. Qualification and skills required:
- Hold a doctorate in medicine with a specialization in public health;
- Minimum 5 years of experience, preferably in a position of responsibility;
- Good knowledge of the health system with management experience;
- Experience in planning, coordination, supervision, monitoring and evaluation at provincial or national level;
- Proficiency in IT tools (Word, Excel, Powerpoint, Database);
- Experience of working in report writing, quality assurance and supervision of work against agreed terms of reference.
Salary / Allowance: according to CSSI scale and experience
NB : The CSSI has a zero tolerance policy for any violence, abuse or exploitation of children and vulnerable adults committed by its own staff, by the staff of its partners or by any other staff associated with the Organization. The candidate will submit a self-declaration attesting that he/she has never been subject to sanctions following any investigation relating to an incidence of Sexual Exploitation and Abuse (SEA), that he/she has never resigned before the end of an investigation opened against him/her and that he/she has never refused to cooperate in the context of such an investigation.
A pre-employment investigation will be conducted with former employers to verify EAS history.
