Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: Nutrition and Health – Mental Health and Care Practices, Gender and Protection – Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy. Action Contre la Faim (ACF) has been present in Bangladesh since 2007 and obtained registration with the NGOAB in the same year. Since then, ACF moved quickly to expand its integrated emergency Health & Nutrition and protection response through both direct and partner-based programming focused on primary healthcare, nutrition, women’s protection, and empowerment, water & sanitation, food security, gender-based violence and mental health & physical social support.

ACF is playing a key role among the INGO community in Cox Bazaar with regards to the Rohyngia crisis for many years, and has only limited programming in the rest of country. ACF is now aiming at expanidng its programming to other parts of the country, in diefferent sectors. We need a strong and very strategic Country Director to lead our country team and programmes .

RESPONSIBILITIES

As Country Director, you will lead the operationalisation and implementation of the country strategy of ACF in Bangladesh with a particular attention to answering both humanitarian needs and long term needs in the country, lead resources mobilization, and oversee financial, HR, logistics and country team management.
More specifically, in a contexte of major changes :
– You lead the operationalisation and implementation of the country strategy and rebalance the country programme between short-term and long term programming
– You lead the repositioning of ACF among the aid community and oversee resources mobilisation and fund raising efforts to suppport the implementation of the country strategy
– You manage and lead the adaptatation and stabilization of the country team
– You ensure the efficient, adequate and relevant financial, HR and logistics support to the implementation of the country strategy

REQUESTED PROFILE

You hold a Master degree. You have at least 10 years of humanitarian or development experience, with minimal experience of both development and humanitarian context; at least 7 years of senior management or leadership experience, including team leadership. You also have 3 years of successful previous experience as Country Director. You show excellent organizational and interpersonal skills. You are known for your excellent negotiation skills, and political astuteness as well as your excellent adaptation and culturally sensitivity skills. You have a strong understanding of financial and logistics management. You also have a significant experience with external representation and promotion of programs with stakeholders and potential donors, and are able to generate goodwill towards the program with the intention of raising funds and the country grant portfolio. You have an excellent knowledge and understanding of the South Asian context. A solid sense of humour would be a great asset.
Fluent spoken and written English skills

SPECIFIC CONDITIONS / SALARY

– 24 months fixed term contract under French legislation
– Monthly gross salary from 3300 to 3800 EUR upon experience
– Monthly per diem and living allowance: 603EUR net, field paid
– Monthly country allowance: 150EUR
– Child allowance: 1500EUR per year per child present in the country of origin (maximum 6000EUR/year)
– 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
– 15% of the gross salary for specific flying allowance
– Transportation and accommodation: Coverage of transportation costs and accomodation
– Medical coverage: 100% coverage of health contributions (social security scheme + health insurance) and repatriation insurance
– Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 EUR at each RnR period
