COUNTRY DIRECTOR At European Management Solutions

Based in: Kinshasa, DRC

Contract: 12 months fixed-term contract with possible extension expatriate (eligibility: regional and international candidates)

We are looking, on behalf of an INGO, for regional and international professionals with strong technical expertise in the justice sector, preferable focus – access to justice. People management skills are essential for this role (ability to lead directly at least 4 people, indirectly 13).

As a Country Director, you will determine, in conjunction with the Director General, the operational strategy of the NGO in the DRC in line with the vision of the organization and the objectives defined in the Strategic Plan. You are responsible for the proper management of existing projects and the development of new programs through an analysis of the context, needs and funding opportunities. You are also responsible for the administrative and financial management of the NGO in DRC, including the management and security of the human resources under your supervision.

Tasks:

  • Program Development: you conduct context and stakeholder analysis; you identify priorities and needs as well as funding opportunities; you negotiate future programs with partners and donors; you ensure the inclusion of the gender dimension in the NGO’s actions; you supervise the drafting of project proposals; you ensure present and future financial coverage of your mission.
  • Representation and visibility: you represent the organisation to national authorities and donors in order to raise awareness of the association’s capacity for action; you ensure that participates in relevant coordination meetings; you position as a central actor on justice and human rights issues; you coordinate visibility initiatives of your mission (media relations, publications).
  • Team management/HR: you will lead and supervise the mission team; you will ensure that job planning is carried out.
  • Program management: you will ensure that projects are properly implemented, in particular that the timetable, budget and objectives are respected, and that relations based on co-construction and co-action are developed with project partners.
  • Administrative, financial and logistical management: you ensure the administrative, financial and logistical management of the mission in accordance with and donor procedures as well as national regulations; you ensure that all expenditures are covered by authorized funding.
  • Integrity: as a member of the ethics committee, you ensure, in collaboration with your team and the Integrity Officer, that the integrity policy is implemented in the country, known and followed by the teams, our partners and beneficiaries.
  • Risk and security management: you will identify, monitor and deal with country risks; you will ensure that security measures exist, are updated, known and applied by all; you will ensure that incidents are reported and analyzed.

Essential Skills:

The ideal candidate has:

  • A Master’s degree in a relevant field (Law, Development, Political Science, etc.);
  • At least 5 years of cumulative progressive experience related to the areas of expertise (justice, human rights, program development, program management) and relevant leadership role(s): country director/similar;
  • Good knowledge of access to justice and/or human rights issues;
  • Regional experience, experience working in DRC – advantage. Experience in complex locations, expertise in security management – asset;
  • Experience in program development and management (with donors such as EU, Belgian Development Agency, French Government, Dutch Government);
  • Experience in people management in the justice sector;
  • Languages: French (B2-C1), English working knowledge;
  • Background working with NGOs operating in the development sectorjustice, human rights – asset.

  • Excellent writing and analytical skills;
  • Good command of IT tools and the project cycle;
  • Rigour, patience, perseverance, diplomacy and negotiation skills;
  • Flexibility and ability to manage stress;
  • A Driving license.
