The Need

After 25 years of continued growth and operational success in pioneering the work of protecting those who are experiencing poverty from violence, IJM has become a $100+ million organization. As IJM continues this trajectory of growth and scaling of its impact, with the Vision to protect 500 million people by the year 2030, IJM’s Regional Vice President, Forced Labor Slavery Hub, Asia Pacific is seeking a Country Director, Cambodia.

This position is based in Cambodia and reports to the Regional Vice President, Forced Labor Slavery Hub, Asia Pacific.

Responsibilities

Leadership and Management

Ensure the program delivers results as tangible progress toward justice system reform;
Ensure Field Office (FO) leaders and other FO staff are developing in all aspects of their work, including leadership, strategy development, project/program development and management, budget management, staff care, and training;
Ensure all FO staff, interns, fellows and volunteers have a clear understanding of IJM’s mission, operational values, global vision, and FO program, objectives and strategic goals;
Build team capacity through high-calibre external hires and ensure any new office structures/teams function efficiently and effectively;
Collaborate with IJM subject matter experts and Field Office leaders in other IJM offices within Thailand and the forced labor slavery program hub in order to align to the hub, regional and global strategies;
Ensure FO personnel engage in periodic goal setting, performance review and conflict resolution; and monitor program and staff performance, ensuring that feedback is regularly provided;
Foster a team mindset and culture to be effective, efficient and resilient, and to pursue excellence; and
Cultivate IJM’s brand and culture by modeling, celebrating and promoting organizational rhythms and core values.

Program Strategy Development & Implementation

Ensure the design, development and implementation of justice sector projects in alignment with: IJM’s 2030 vision and theory of change; IJM’s global, regional and FLS program hub strategies; and IJM’s justice policy and justice program framework;
Ensure the formulation of innovative program designs that address major obstacles to justice for the poor;
Ensure development of FO programming, including concept notes, proposals, baseline terms of reference and budgets;
Ensure the FO has a monitoring, evaluation, research and learning plan to assess and document proof of program impact, developed in consultation with hub, regional and global specialists; that the FO establishes partnerships to access needed data; and, that FO program staff execute MERL plans;
Ensure program data is used through activation to build investment in IJM’s source country model;
Work closely with the FO’s program leaders to ensure accomplishment of the FO’s project goals and other strategic objectives as agreed upon with the VP-FLS; and
Manage and execute direct and partner collaborative casework such that the FO meets dashboard targets.

Networking & Partnership

Establish cooperative relationships with local, national, and international public justice professionals, including police and prosecution personnel, government leaders, NGO leaders and business leaders, to advance the FO’s objectives;
Equip strategic government and civil society partners with IJM’s model and best practices to carry out justice system transformation and achieve program objectives;
Represent IJM’s programs before government organisations, non-governmental organisations, media outlets, and other stakeholders and audiences, building IJM’s brand, reputation and leadership in delivering anti-trafficking and labor protection solutions;
Actively participate in regional program expansion, activation, and advancement activities;
Host visits for IJM guests, teams, and volunteers and provide them context for IJM’s work; and
Support efforts to ensure adequate funding for FO programs from both private and institutional donors as required.

Communication

Promote IJM’s theory of change to internal and external stakeholders and monitor the communication strategy of the staff to the internal and external stakeholders;
Ensure consistent and clear flow of communication to all the Field office staff; and
Work closely with global, regional and FO communications staff to ensure that the FO’s work is well messaged, ensuring quality and global guidelines are followed, and that IJM’s global work is well promoted with FO stakeholders.

Documentation, Reporting & Data Management

Send quarterly reports to the VP-FLS, and Regional and Global teams as required;
Collaborate with Regional, Hub and Global teams to ensure thorough and accurate grant reporting;
Ensure FO program activities are well documented in internal data platforms according to M&E and other data management plans;
Cultivate lessons learned, capture best practice and participate in developing IJM’s model to end forced labor slavery.

Policies and Procedures

Ensure that the FO adheres to all organizational policies, procedures, and timelines, including but not limited to those related to: ILED, aftercare, security, IT, data, finance and budget, HR and personnel management, communications and storytelling, child protection, and strategy and program development.

Legal Compliance

Ensure FO compliance with all Cambodian legal requirements for financial transactions, employment, registration, governance, operations and government oversight.

Other General Responsibilities

Ensure a consistent rhythm of staff care activities to promote holistic health and resilience for FO personnel;
In collaboration with regional and global finance and program management staff, oversee the cash flow of the office, spending against grant and non-grant budgets and plans, and ensure that the FO operates within its budget; and
In collaboration with the VP-FLS and regional security staff, ensure the security of FO operations and personnel in the office and on field, maintaining compliance with IJM’s security policies, reporting to IJM leadership on security matters as they develop, and ensuring appropriate crisis management.

Requirements:

Master’s degree in management, international development, law, criminal justice, social work or equivalent preferred.
Bachelor’s or master’s degree in law, criminal justice, or an in-depth understanding of forced labor slavery and justice system responses;
At least 5 years’ experience in designing, monitoring and evaluating international development programs; or at least five years’ experience in designing strategies and processes to achieve aggressive goals;
Minimum of 3 years’ experience in successfully leading and managing teams of professionals; experience managing international teams and/or cross-cultural teams; and, a proven ability to supervise the work of lawyers, social workers, and other professionals and managers strongly preferred; and
Previous experience working in an international organization.
Strong spoken and written language proficiency in Khmer and English.
