SUPERVISOR: Team Lead Country Office Management FOR CARE GERMANY

LOCATION: Home based in a EU state or the MENA region, with frequent travels to Libya and Tunisia

STARTING DATE: December 01st, 2024

Position Summary:

The Country Director (CD) leads and manages the in-country aspects of implementing CARE’s physical presence and operations in Libya and is responsible for the quality and effectiveness of CARE’s Projects. He/she is the leader of the in-country Team and is responsible and accountable for developing, coordinating, and managing all activities. The role includes shaping and leading the Country strategy and funding base, overseeing and planning the country budget, safety and risk management, developing and maintaining relevant stakeholder networks inside and outside Libya, motivating and empowering the team. S/he will facilitate regular coordination/update calls or meetings, tracking of issues and risks, and reporting project status to stakeholders. The CD has overall responsibility for the security and well-being of in-country staff.

Responsibilities and tasks:

Assessment, Program Design, and Planning

  • In coordination with CARE Germany Desk, MENA regional team and other key stakeholders, ensure assessments are undertaken as needed and used to inform strategy development and revisions as needed, considering both immediate humanitarian and longer-term plans for CARE’s presence in Libya.
  • Ensure that CARE International Members are aware of humanitarian developments and CARE response to them.
  • Ensure the CARE Germany Desk, CARE Members and MENA regional teams are kept informed about assessment progress, response implementation and strategies, project plans, progress reports, and other significant developments.
  • Coordinate the development of all project implementation plans and budgets within the framework of the agreed program and strategy.
  • Support project design and proposal preparations for institutional and public funding in collaboration with CARE Germany Desk and PEDE teams.

General Management and Leadership

  • Work closely with CARE Germany Desk and MENA regional teams to build up CARE Libya strategy for the next period.
  • Oversee the proposal development for additional projects in Libya with coordination of CARE Germany Desk and PEDE teams**.**
  • Maintain constructive working relationships with other NGOs, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders inside and outside Libya.
  • Create the conditions to ensure effective teamwork and morale.
  • Promote a productive work environment with zero tolerance for verbal, physical or sexual misconduct, or discrimination against other persons on the grounds of race, colour, and sex.
  • Contribute to the overall governance of an effective country office, as the leader for the country office team.
  • Support the development and implementation of the strategic and operating plan
  • Maintain ongoing surveillance of the humanitarian and development context and adjust activities accordingly.
  • Ensure that different sectoral activities are implemented in a coordinated and cohesive manner, with an explicit gender-focused lens.
  • Serve as the main interface in country, working closely with CARE Germany and CARE Members on the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to National Member Headquarters and CARE Germany
  • Ensure all information, publicity and fundraising material recognizes and respects the dignity of disaster victims.
  • Represent CARE in all relevant fora as required in Libya and the region, with a specific focus on Libya related stakeholders in Tunis, Tunisia

HR, Finance, Administration and Legal

  • Track and report completion of recruitment for key staff. Efforts will be made to recruit locally as much as possible.
  • Monitor and report creation of onboarding and training plans for new staff. Mentoring, supporting and guiding staff – especially given that many staff may be new to CARE.
  • Ensure appropriate HR policies and procedures are established and followed.
  • Follow up with HR on adequate insurance coverage for staff
  • Ensure all in-country personnel (CARE staff, partners) understand and carry out their duties in accordance with humanitarian principles, core values, CARE International Code, CHS and SPHERE.
  • Conduct performance appraisals of staff and ensure regular feedback and mentoring on individual performance.
  • Recommend changes to the team composition and functioning with Country Office and partners to maximize program quality and effectiveness.
  • Monitor ongoing human resources issues and make recommendations and adjustments accordingly.
  • Ensure team members receive thorough briefings and information.
  • Monitor and report completion of Government registrations and other in-country regulatory requirements in collaboration with CARE Germany
  • Coordinate system access provisioning and PeopleSoft related requirements in the Country office.
  • Monitor and report establishment of policies, procedures and internal control system for effective financial management.
  • Ensure that administrative support functions are established and maintained in accordance with CARE Germany administrative policies and procedures.
  • Ensure compliance with all host country legal, contractual, labour and statutory requirements including registration
  • Ensure with the Logistics team the establishment and maintenance a functional procurement and supply chain management system and infrastructure

Safety and Security

  • Ensure all deployed personnel understand individual and collective responsibilities for safety and security.
    • Liaise with the Safety & Security Officer (in-country and CARE Germany HQ) to ensure compliance with CARE International Security Guidelines and their effective application in the local context.
    • Monitor the operational environment with respect to an increased level of threat and advise CO staff, and CARE Germany as required.
    • Serve as the focal point for any incident/crisis response at a Country level if they were to occur.
    • Keep CARE Germany advised of changes and threats to the security of CARE staff, assets, and operations.

Qualifications:

Education & Training:

• Appropriate educational background and qualifications commensurate with the

seniority of the position with higher education in a relevant discipline

• Minimum of ten years of experience working with international NGOs in development and humanitarian assistance;

• At least five years of successful experience at the senior management level in

complex humanitarian crisis settings

• Solid understanding of financial and budget management, and of best practice

programming;

• Proven abilities in decision-making and problem-solving including in dynamic and security sensitive contexts;

Language competency:

• Fluency in English (speaking, reading and writing) is essential;

• Arabic or French language skills will be considered an asset.
