CARE DRC is seeking a dynamic and visionary Country Director to lead our work in one of the most challenging and rewarding environments in the world. As the Country Director, you will have the unique opportunity to shape and drive our mission to alleviate poverty and achieve social justice, focusing on the most vulnerable populations, especially women and girls.
JOB SUMMARY
In this high-impact leadership role, you will be responsible for steering the strategic direction, program development, and overall management of CARE DRC. You will lead the Country Office in achieving program excellence, sustainability, and impactful partnerships, while ensuring we remain agile and responsive in a constantly changing humanitarian landscape.
You will be at the helm of a senior leadership team, working across diverse sectors to manage and grow our country program portfolio, which includes both development and emergency response programs. As a key player, you will foster partnerships with government, donors, and civil society to influence and advocate for policies that align with CARE’s mission.
KEY RESPONSIBILITIES:
- Strategic Leadership: Lead the design and implementation of a high-quality, innovative Country Office strategy that aligns with CARE’s global and regional priorities, ensuring relevance and impact in the DRC context.
- Staff Development & Team Building: Build and nurture a strong, diverse senior leadership team while promoting an organizational culture that upholds CARE’s core values of Respect, Integrity, Commitment, and Excellence. Drive the development of talent across all levels of the organization.
- Program Excellence: Oversee the design and implementation of impactful programs that address the root causes of poverty, with a focus on gender equality and social justice. Ensure robust monitoring and evaluation systems are in place to measure program effectiveness.
- Emergency Preparedness: Lead CARE DRC’s emergency response strategies, ensuring preparedness for humanitarian crises and overseeing rapid and effective operations during emergencies.
- Partnership & Advocacy: Cultivate and sustain strong relationships with government officials, donors, and strategic partners. Represent CARE DRC in national dialogues and advocate for policy changes that contribute to poverty reduction and social justice.
- Financial Stewardship: Ensure the financial health and viability of the Country Office through sound budgeting, fundraising, and resource mobilization. Safeguard CARE’s resources and maintain compliance with donor requirements and audit recommendations.
QUALIFICATIONS:
- Bachelor’s degree in a relevant field; a Master’s degree is an advantage.
- 6-8 years of senior management experience in international development, including in complex and conflict-affected environments.
- Proven track record in leading strategic and operational planning, resource mobilization, and program management.
- Demonstrated experience in building and leading diverse, high-performing teams across cultures.
- Strong financial management skills, including managing large and complex budgets and ensuring donor compliance.
- Excellent communication and interpersonal skills, with the ability to influence and negotiate at senior levels.
- Ability to thrive in a fast-paced, high-pressure environment with competing priorities.
- Experience working in the DRC or similar contexts is highly desirable.
- Fluent communication, written and spoken in English and French is mandatory.
