Planète Urgence is an international solidarity and development aid NGO created in 2000 and recognized as being of public utility. Our purpose: to strengthen women and men to preserve forests and biodiversity. The association therefore acts where deforestation is prevalent, near biodiversity hotspots and where local populations are particularly vulnerable.

To achieve this, the association has 3 areas of intervention:

  1. Protecting endangered forests and biodiversity
  2. Promoting local community development
  3. Raising awareness about the environment

The association intervenes through projects in collaboration with local actors through 6 national delegations (Cameroon, Benin, Madagascar, Ecuador, Indonesia, Cambodia) supported by a headquarters based in Paris. A five-year strategy for the FORET program (Forest Resilience and Territories ) has been defined and guides our interventions and programmatic developments.

Planète Urgence is a GROUPE SOS structure with 21,000 employees, 1.7 million beneficiaries per year, in more than 30 countries.

Missions

Since 2006, the Planète Urgence association has been implementing capacity building actions in Madagascar around volunteering and reforestation actions for environmental protection. Currently, four development projects are being implemented for the preservation of forests, the proper management of forest resources and environmental awareness through its DIABE, TAPIA, MOSOTRY and PLANETE EDUCATION projects.

Reporting hierarchically to the Operations Department at the association’s headquarters, the Country Director ensures the general management of the association in Madagascar. In this capacity, he/she is a driving force for co-constructing strategic orientations, development of activities and financing in accordance with the framework. He/she supports the teams in the implementation of planned activities, in compliance with local rules and the commitments made by the association to its donors and donors.

As part of his/her duties, he/she will be responsible for:

MANAGEMENT OF THE NATIONAL DELEGATION

  • Lead and supervise the National Delegation Management Committee to develop a strategic vision integrating cross-cutting issues (security, strategy, approach to projects and programs, HR policy, team seminars, etc.).
  • Supervise all human resources of the delegation and promote a positive, pragmatic and united spirit.
  • Promote the capitalization of knowledge, the continuous improvement of processes and the sharing of experience and expertise.
  • Organize and lead collective work and decision-making times, ensure the fluidity of internal communication.
  • Ensure risk management and security monitoring, including updating the security protocol and developing a network of informants.
  • Monitor and analyze the evolution of the socio-cultural, economic and political context of the country to strategically guide projects.
  • Provide technical and organizational support to Project Managers, particularly for maintaining partnership relations and organizing coordination meetings.

SUPERVISION OF PROJECT IMPLEMENTATION

  • Define and monitor annual roadmaps and work plans for the various teams.
  • Support teams to monitor the implementation of project activities, reporting, evaluations and capitalization, as well as budget monitoring.

SUPERVISION OF ADMINISTRATIVE AND FINANCIAL MANAGEMENT

  • Ensure that Planète Urgence works in accordance with Malagasy laws (registration, taxation, labor law, etc.).
  • Ensure compliance with Planète Urgence’s obligations towards its partners and donors.
  • Contribute to the validation of the delegation’s annual budget, budget monitoring and quarterly budget reviews.
  • Validate the financial and technical reports established by the RAF and the Project Managers.
  • Confirm expenses and ensure the management of the Delegation’s cash register.
  • Facilitate the implementation and application of human resources procedures, including administrative monitoring of employees, management of leave and absences, recruitment and integration of new employees.

STRATEGIC PLANNING AND BUSINESS DEVELOPMENT

  • Drive and implement the association’s global strategy at the national level.
  • Define and propose the strategic orientations of the delegation in consultation with the field and headquarters teams, leading to the development of activities.
  • Participate in the design of new projects illustrating strategic choices.
  • Identify, develop and formalize new local partnerships in response to the strategic choices defined.
  • Propose and ensure the implementation of the local funding search strategy, prospect new financial partners, and identify suitable calls for projects/subsidy lines.
  • Supervise the drafting of financing files/project proposals in conjunction with headquarters.

COMMUNICATION AND REPRESENTATION

  • Implement a communication and awareness strategy in Madagascar.
  • Ensure the production and sharing of reports and activity presentation documents.
  • Identify needs and produce the necessary communication tools and supports.
  • Represent the association with local, national and international authorities, donors, NGOs and any current and potential partnership structure.
  • Participate in workshops, various platforms, clusters and thematic networks of interest

These missions are not exhaustive and you may also be asked to participate in any action which would contribute to the proper functioning of the association.

Profile

  • Experience/Training :

– Validated experience of 10 years in international solidarity, in a multicultural context, with at least one experience as country director/head of mission or in a similar position

-General higher education (development, international relations, management)

  • Knowledge and know-how :

-Good managerial skills, in an intercultural context

-Good knowledge of Madagascar (ecosystems, community actors, culture)

-Good knowledge of the management of institutional financing contracts (EU, AFD, etc.)

-Very good writing skills

-Strong sensitivity to development and environmental preservation issues (climate – forests – biodiversity)

  • LANGUAGES :

-Very good level in French (written and spoken)

-Proficiency in English and Malagasy would be a plus.
