Country Director – Moldova At Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is an independent, non-profit, humanitarian organization. Three years after the largescale displacement of people from Ukraine to Moldova, the humanitarian response has evolved considerably. Efforts are now concentrated on ensuring the sustainability of the response, promoting effective inclusion in national systems and services, self-reliance, and support to government agencies, local authorities, and national and local civil society. The response works towards transitioning service delivery to the Government of Moldova, where feasible and appropriate, and supporting local capacity and strengths to meet residual humanitarian needs in the long-term. NRC is now focused on continuing to ensure the effective access to legal status and rights, and addressing displaced peoples’ needs and vulnerabilities with targeted multisectoral support.
The Moldova Country Director position will play a crucial role in leading the organization from emergency to self-reliance programmes in coordination with external stakeholders such as the Government, other local actors, UN and Donors. The postholder is expected to have excellent leadership skills to lead a well-established team and will need to demonstrate the vision required to maintain, review and adapt the mission strategy and structure to align with changing needs in country.

What we are looking for:

A strategic leader ideally a Country Director or Senior Manager with solid experience in a similar role. Experience managing both programmes and support functions is preferred.

Strong people management skills, with experience managing complex change processes.

What you will do:

• Drive forward the position and advocacy voice of NRC Moldova within the changing humanitarian context in Moldova, with specific focus on Ukrainian refugees, and ensure ongoing emergency response capabilities.
• Continue to move NRC Moldova towards a strong partnership model, through leading consortia, developing best practice and continuing to institutionalise partnership systems.
• Ensure strong relationships with existing stakeholders and create linkages where strategic and relevant with potential new donors.
• Advocate to ensure NRC’s continued access to Transnistria so as to allow for continued programming. .
• Lead and provide the vision for strategic processes, including a regular assessment on NRC’s operating modalities and value add in the response.
• Ensure that NRC Moldova seeks efficiencies and effectiveness throughout its response.

What you will bring

• Minimum 5-7 years’ experience from working as a Senior Manager/Country Director in humanitarian/recovery context
• Experience from working in diverse refugee crises
• Documented/proven results related to the position’s responsibilities
• Proven leadership skills in leading changes and in keeping teams united and motivated
• Experience in working in hard to reach or with defacto authorities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal; Romanian or Russian is an asset
• Ability to quickly assess new context(s)
• Be an active listener; open-minded; excel in analysing information and giving feedback and have a positive attitude towards people
