Country Director – Mongolia At People in Need

Job location: Ulaanbaatar, Mongolia with regular travel to project locations

Type of contract: Full time (40 hours/week)

Duration: 1 year with possibility to extend

Starting date: beginning of October 2022

About the role:

People in Need (PIN) is a dynamic, supportive, and collaborative international NGO providing relief and development assistance in over 20 countries across the globe. Formed in 1992, PIN, with HQs in both Prague and the UK, has grown to be the biggest organisation of its kind in Central Europe, providing relief where it is needed, and empowering civil society in the Czech Republic, Eastern Europe, Africa and Asia.

PIN began formally operating in Mongolia in 2009. Since PIN’s arrival, the organization continues to strive for a Mongolia where local communities are strengthened, respective of human rights, and empowered to be the drivers of change and equal opportunities.

Apart from providing emergency relief, PIN builds the capacities of cooperatives, civil society organizations and local authorities, supports sustainable living, strengthens higher education, promotes environmental protection, and raises awareness around air pollution. PIN also assists governmental and non-governmental stakeholders in raising awareness about climate change and using civil society engagement techniques and behavioural science to promote the adoption of climate-smart solutions and green development.

As Country Director, you will lead our dedicated national team, steer fundraising efforts, build upon our diverse partnerships, and ensure the implementation of PIN Mongolia Strategy. Based in PIN’s office in Ulaanbaatar, your line manager will be the Regional Director for Asia, based at the Prague headquarters.

Main Duties & Responsibilities

Senior Management and Strategic Planning

  • Strategic direction of the PIN Mongolia Country Programme, in line with the country strategy;
  • Represent PIN at the national and sub-national levels to the government, private sector, and other NGO/CSO stakeholders;
  • Represent PIN and speak on behalf of the organization’s values in public and to the media; and
  • Lead the Senior Management Team and Project Managers, and oversee coordination of the entire country programme.

Project Development, Representation and Programme Management

  • Actively contribute to development of new proposals, lead the programme side of the implementation;
  • Lead proposal writing processes from a programme perspective and coordinate with other departments and headquarters;
  • Ensure timely and high-quality reporting is done by all programmes to donors;
  • Oversee and support the programme budgeting collaboratively with programme and finance staff;
  • Track programme expenditure through monthly programme review meetings using financial expenditure reports prepared by the finance department;
  • Ensure compliance with donor policies, procedures and procurement;
  • Network amongst donors and key stakeholders to actively seek funding opportunities, help to increase the quality of proposals, understand donor priorities and ensure coordination; and
  • Represent PIN at meetings with government partners, regional and local authorities, donors, local agencies, other INGOs, coordination bodies and other relevant stakeholders.

Human Resource Management

  • Plan HR needs, capacity building needs for senior staff and ensure sufficient human resources for the projects to meet its objectives
  • Monitor policy implementation to ensure equality and diversity within the team
  • Support, motivate and consult the country programme’s staff

Main requirements:

  • Solid leadership and staff management skills, with a record of managing large, diverse teams and contributing to staff capacity building;
  • Proven international experience of at least five years in team management, project development and management;
  • Ensure programme quality implementation – including the willingness to provide hands-on support to programme staff when needed;
  • Excellent spoken and written English;
  • Working experience within the region and understanding of local dynamics preferable;
  • Technical expertise within one of the strategic sectors will be an advantage (locally-led development, climate change, governance, urban development, civil society strengthening, social protection and inclusion);
  • Knowledge of institutional donor environment and experience with donor relations, strategic programme planning;
  • Reliable and self-reliant personality with responsible and systematic approach to work;
  • Dynamic and result-oriented profile;
  • Ability to organize and plan effectively; and
  • Critical analysis and problem-solving skills.
