Context and mission

This year, ASF will open a new country office in Niger, which will be based in Niamey. Projects in the capital, as well as in Tahoua, Maradi and Tillabéry, will aim to strengthen civic space and protect human rights defenders in their work of citizen watch and advocacy. This project will be carried out in partnership with two Nigerien civil society organizations active in human rights issues.

Job position and responsibilities

As Country Director, you are initially responsible for facilitating the establishment of ASF in Niger and ensuring the optimal launch of the project activities financed by the Belgian Cooperation until 2026 with ASF’s partners. In your function, you are then responsible for developing new programs and seeking sources of funding in Niger in order to improve ASF’s impact with the final beneficiaries in the country. You play an important advocacy role and ensure the visibility of ASF and its actions by maintaining good relations with donors, institutions, IOs, national NGOs and authorities, and by overseeing the necessary communication actions.

Tasks

 Strategy: You define a country strategy in line with ASF’s strategic framework and, based on the actions implemented in your country of intervention, you contribute to the revision/enrichment of ASF’s institutional strategic framework.

 Program Coordination and Management: You will ensure coherence between program development and the organization’s strategic axes; you will conduct analysis of the context, stakeholders and actors, you will supervise the implementation of ASF projects, you will lead exchanges, reflections and action plans with partners

 Team management/HR: You will recruit, lead and supervise the mission team; you will ensure the provisional management of positions.

 Administrative, financial and logistical management: You ensure the administrative, financial and logistical management of the mission in accordance with ASF and donor procedures as well as national regulations.

 Risk and security management: You will identify, monitor and address country risks; you will ensure that security measures exist, are updated, known to all and applied by all;

 Monitoring, evaluation and learning: You will oversee the deployment of tools, training of teams in methodologies and tools, collection and analysis of data from monitoring and evaluation, and participate in collaborative discussions on improving the monitoring, evaluation and learning system

 Representation: You develop and maintain relationships with political and judicial authorities, as well as with civil society organizations, citizen movements and partners, you identify opportunities for dialogue and collaboration in order to design actions and advocacy dynamics in line with operational strategies.
