The Country Director (CD) is the maximum responsible of Action Against Hunger (AAH) in the mission. In coordination with the desk officer, he/she will ensure the correct management of resources in order to achieve the strategic objectives of the organization. He/she will ensure the definition of a clear strategy for the mission and it’s coherent follow up, maintaining quality and relevance of the carried-out actions, always aligned with the organization’s mandate.
He/She will represent Action against Hunger before donors, authorities, international organizations, other NGOs, private sector and whichever institution of interest. The CD is the spokesperson of Action against Hunger before national and international media, under the coordination of the Communication Area of the organization.
The CD, through his/her leadership, will motivate the team, anticipating and managing possible conflicts. He/She will encourage innovative focus and will supervise the coordination team, ensuring appropriate overall HR management and participation to the programs and overall strategy.
The CD is in charge of ensuring the financial viability of the mission in coordination with HQ and of ensuring an efficient management of available resources of the mission. He/She will direct the implementation of the fundraising strategy of public and private funds, designed in coordination with HQ. Likewise, he/she will be responsible of promoting technical innovative focus and fostering best practices and their replicability.
The CD is responsible for the risk management of the mission and the security of his/her team, he/she will promote, encourage and supervise the implementation of the charter of principles of Action against Hunger, as well as of its ethics code and anti-fraud politics.
The CD is responsible of achieving the annual objectives of the mission.
Context Explanation
Action against Hunger is present in the occupied Palestinian territory since September 2002. We now work in most of the West Bank and all of the Gaza Strip, with capital office based in Jerusalem. Donors include, European Commission Humanitarian Aid Office (ECHO), the Spanish Cooperation (AECID), GAC, CDCS, SIDA, various Spanish Municipalities, various UN finding systems as well as our own funds.
Action against Hunger’s approach in the occupied Palestinian territory is developed around four main pillars: 1. We support individuals and communities facing violence, conflict and natural hazards; 2. We facilitate access to basic services, promoting rights & community planning in the context of blockade and occupation; 3. We promote social and economic opportunities for women and youth most affected by the lack of livelihoods; 4..We influence decision making of national and international stakeholders to take the best course of action.
To reach these goals Action against Hunger implements WASH projects focused on prevention and response to water scarcity and improvement of water quality in cooperation with local partners and communities; FSL projects focus on providing viable and sustainable sources of income and livelihoods opportunities; and provides adequate shelter solutions to vulnerable communities displaced or at risk of forcible transfer. AAH also is actively advocating through an evidence-based approach for the prevention of forcible transfer, the respect of IHL and IHRL, the universal access to water, land and livelihoods opportunities.
Key activities in your role will include
- Holds the overall responsibility for the mission’s strategy with the development of its programmatic approach and the Emergency Response
- Develops and strengthens the relation with stakeholders (NGOs, Donors, UN, Institutes and authorities, partners), through enhanced advocacy and coordination, maintaining high visibility of AAH and the mission
- Oversees the Financial performance of the mission, ensuring appropriate and efficient use of resources according to the strategy and the yearly objectives, and enhancing the application and follow up of the Organization’s procedures and guidelines, in coordination with the team and the HQ
- Holds the overall responsibility for the mission’s HR management and coordination, focusing on the optimal design of the structure and its organogram and ensuring that development plans are in place for all bases and coordination. Enhances a cultural environment that promotes respect of our guiding principles, code of conduct and adherence to Action against Hunger’s policies.
- Holds the overall responsibility for assessing the risk exposure, its management and the security situation, for providing general security guidance and for taking appropriate action in case of particular security incidents
Do you meet the profile required criteria?
- Humanitarian Diplomacy, negotiations skills for conflict environments / Strong networking and representational skills and capacity of acting as spokesperson
- Security management in complex security situations with context and Risk Analysis and Management
- Strong knowledge of IHL and IHRL and its applicability / Cultural and conflict sensitivity approach / National and international mobility
- Knowledge in International Cooperation/Development and key (public and private) donors of the sector
- Strategic and operational planning capacity and team management and leadership / English fluent, Spanish desirable and Arabic language skills is a plus
Our remuneration package:

- Compensation Package consisting of:
- Salary: F**rom 43.800** euros euro/gross/year (depending on candidate experience)
- In addition, there will be living expenses and per diem paid in local currency, corresponding to approx. 750 Euros per month at today’s exchange rate, for a fully worked month (*).
- Benefits package estimated about 20.000 euros/ year paid directly by the organization that includes
