Country Director, Vanuatu At CARE Australia

We have an exciting opportunity to join our team in CARE International (CI) Vanuatu as the Country Director, based in Port Vila. This is a dynamic and interesting position for someone to play a key role in implementing the strategic direction of the Country Office.

About the Role

The Country Director is responsible for the overall planning and management of CARE International’s development and humanitarian program, and Country Office activities in Vanuatu.

Working as a member of CARE Australia, the Country Director will ensure that CARE Australia’s corporate policies are implemented in Vanuatu as well as ensure that all legal requirements and agreements for program operation are in place. The responsibilities outlined below will be realised in accordance with CARE International’s values, Vision2030 and CI Vanuatu’s Long-Term Program Strategy.

Key Responsibilities

  • Oversees a process of ensuring CARE’s support to Vanuatu transforms to be as local as possible and led by those most impacted, in whatever form this evolves to
  • Promote the Vision, Mission and Principles of CARE International and ensure consistency with provisions of the CARE International Code in CI’s operations in Vanuatu
  • Contribute to the development, promulgation and implementation of CARE Australia’s strategic intent, and corporate policies and practices
  • Be responsible for the effective management of CARE in Vanuatu’s overall program portfolio, including development and humanitarian programs
  • Be responsible for the overall performance and management of CARE in Vanuatu’s workforce
  • Ensure all assets and the financial resources of CARE in Vanuatu are managed effectively
  • Seek and secure funding and financing of projects through the maintenance of strong relationships with major donors and multilateral organisations, through the preparation of project proposals, and through timely reporting on existing projects
  • Be responsible for the safety and security of all CARE in Vanuatu’s staff in-country and to safeguard all organisational assets and operations
  • Liaise with the Fundraising, Digital and Campaigns Department of CARE Australia, the Senior Management Team of CARE Australia, and other relevant staff in CARE Australia concerning the work of CARE in Vanuatu

Ideally You Will Have

  • Senior operational management experience in international aid demonstrating the capacity to manage budgets, staff and programs, preferably with an international NGO working on both development and humanitarian programs
  • Proven leadership ability and personal attributes of a high order including, strong people management skills, the ability to respond effectively to challenges and to lead complex strategic level change
  • Proven capacity to develop external relationships as well as representational and networking skills, to further the goals of CARE International and to secure program funding
  • Strong initiative and drive, demonstrated record of innovation and achievement, high level organisational and project management skills as well as the ability to deliver quality results with deadlines
  • Demonstrated knowledge and experience in project design and proposal preparation, program and project management and of current best practice development approaches, tools and methodologies
  • Strong written and verbal communication skills
  • A tertiary qualification in a relevant field
  • Demonstrated understanding of gender equality and women’s empowerment and a commitment to CARE International’s approach and values including ethnic diversity and cultural sensitivity
  • Strong preference for national candidates
