JOB CONTEXT:
HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.
HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah and have been launched in 2021, and Hodeida in 2022.

YOUR MISSION:
As Country Director you are responsible for the smooth functioning of the operations and the development of the program, according to the evolution of the conflict. You main responsibilities are :
- Safety & Security : you actively monitor and analyze context developments, in order to identify risks and opportunities.You ensure compliance with institutional safety & security policy and the application of normative frameworks and standard operating procedures
- Operations : you ensure that the projects implemented on the mission are properly carried out. You will suggest new operations and development tracks for the mission and will develop resources planning and fundraising, in order to deploy HI’s full mandate and 2025 Strategy
- Human Resources : You will ensure that the mission is adequately staffed and supervise the teams (defining objectives, follow-up). By being the top manager of the Programme organization you set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the different actors in the Programme and with head office colleagues.
- Representation : you Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) in the Programme’s geographical scope. You are the legal representative of HI in the country.
- Logistical, administrative and financial monitoring : you will ensure that logistical and administrative practices in place respect HI procedures and formats, and are in compliance with donors’ rules and regulations. With regard to the safeguarding of beneficiaries of HI’s Programmes, you will ensure the respect of institutional policies by the HQ and field staff that you manage.
- Technical monitoring : you will ensure that technical practices respect HI procedures and formats and are in compliance with HIs operational framework and policy.
- Compliance : you will ensure that information is properly circulated between Headquarters and the field and ensure that due deadlines are respected.
YOUR PROFILE:
- You hold a Master or equivalent degree in international relations, political sciences, and communication, management or development studies.
- You have minimum 5 years of relevant experience in senior management positions in international NGOs and preferably a previous experience as Country Director
- You have good programme management and strategic development skills
- You have proven management skills
- You are assertive and demonstrate good communication skills
- You know HI’s vision, mandate, values and strategy
- You are fluent in English, knowledge of Arabic is an asset
CHARACTERISTICS OF THE POSITION:
The position is based in Sanaa – Yemen with regular travel to Aden for representation with local authorities.
The expatriate is expected to travel between HI bases (Aden, Mokha and Hajjah, Hodeidah). In the four locations, shared guesthouses well equipped with a safe room (in Hodeidah expat are hosted in approved hotel or other NGOs GH), most of the work is done at the office but there are some possibilities to go out for work purposes.

- Unemployment insurance benefits for EU nationals
- Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
- Medical coverage with 50% of employee contribution
- Repatriation insurance paid by HI
- Salary from 3800 € gross/month upon experience
- Perdiem: 550 € net/month – paid in the field
- Hardship: 500 € net/month paid with your salary
- Paid leaves: 25 days per year;
- R&R: according to the level of the mission Level 3: 5 days every 6 weeks possible transport/package support.
