Country HR-Admin Manager At International Medical Corps

I. Program Overview

International Medical Corps is a nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through health care, nutrition, training and development programs.

Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a non-sectoral, apolitical, voluntary and private organization. Its mission is to promote quality of life through health interventions and health care activities to build the capacity of local communities around the world.

International Medical Corps is implementing a humanitarian assistance project for internally displaced people, host families and other more vulnerable people (children under 5 years old, pregnant and lactating women, etc.) through an integrated approach

primary health care, nutrition and protection, taking into account water, sanitation and hygiene aspects. This project is funded by USAID through its Office of Humanitarian Assistance (BHA).

This phase of the project will be executed in consortium with Save the Children, MEDAIR, CARE International for the period from July 1, 2024 to June 30, 2026.

It is in this context that IMC is seeking to recruit a “ Country HR-Admin Manager ” who will be based in Goma.

2. Job Summary

The Country HR-Admin Manager is responsible for staffing, coordinating benefits, coordinating human resources activities, and enforcing company policies and practices in local International Medical program offices Body.

II. Essential Tasks and Expected Results :

EMERGENCY RESPONSE-HR COORDINATION

  • Where applicable, the primary responsibility of this position is to support the implementation of services in an emergency context.
  • Lead and manage all aspects of human resources activities in the field during emergency responses and ensure compliance with local labor laws and International Medical Corps policies and procedures.
  • Where national program projects are not yet implemented, assist in the implementation of the International Medical Corps office from start-up through in-country registration and coordination of human resources administrative support in compliance with local labor laws and company policies and procedures.
  • Where appropriate, assist current national program HR operations to support the implementation of additional services for emergency response, liaising with country HR managers to understand local processes and procedures.

HUMAN RESOURCE MANAGEMENT

  • Work in partnership with the country leadership team to understand program objectives on the ground, develop the HR strategy for the country, while ensuring it is aligned with the country strategy.
  • Serve as a member of the Country Leadership Team (SMT).
  • Act as an expert on all human resources matters and promote the human resources department as a partner in program objectives and goals in the field.
  • Actively participate and contribute to proposal design and writing and kick-off meetings, including advising on: organizational structure, job definition and other essential elements to ensure a solid foundation in terms of human resources that supports the quality of the program.
  • Manage HRIS data administration and payroll system, providing staff and managers with essential reporting to support decision making and management
  • Implement human resources programs and policies, ensuring that every aspect of human resources management integrates the vision, values ​​and culture of the organization.
  • Actively promote safeguarding and protection against harassment, bullying and sexual abuse in the workplace.
  • Act as a credible, reliable and impartial facilitator in the preservation of a healthy and productive work environment, in the resolution of conflicts and in disciplinary procedures.
  • Promote peaceful conflict resolution, wellness initiatives, and advocate for employee assistance programs and resilience activities.
  • Develop, maintain and ensure compliance with human resources policies and procedures, standardization of human resources forms across all offices and sharing of best practices between field locations.
  • Work with the HR team to organize relevant training for HR staff across all locations on HR administrative processes and procedures, particularly regarding transparency of the recruitment process, contract management , human resources reporting and personnel records management,
  • Implement an effective management system for the supply, cleaning, maintenance and occupancy of office and residential facilities.
  • Ensure that appropriate tracking systems are in place for the timely renewal and termination of leases, contracts and related services.
  • Participate in broader HR working groups and donor meetings and communicate with external agencies, including administrative and legal authorities, government and other relevant external agencies.

NATIONAL STAFF

  • Coordinate MAST training and support and feed into the reporting and tracking system.
  • Manage the talent acquisition process for all national positions and ensure policies and procedures are followed, in accordance with labor laws and internal regulations.
  • Manage and ensure that all national staff, volunteers and consultants are effectively provided with orientation and onboarding materials, and promote liaison with management to ensure orientation is up to date.
  • Ensure that the International Medical Corps National Human Resources Manual is developed and applied to national programs and that it is regularly updated, ensuring that national legislation is respected.
  • Ensure that all national contracts are in place for all types of staff, including volunteers and consultants, in accordance with local labor laws.
  • Ensure benefits administration complies with local law.
  • Oversee timely recording of employee data, records, headcount and benefits, ensuring monthly follow-ups and reviews are implemented.
  • Ensure accurate employee time clocking and timely execution of monthly payroll in collaboration with all relevant departments.
  • Coordinate evaluations and performance management with managers and monitor employee attitude, productivity and performance, while supporting department heads to effectively implement the PMP and link it to staff development, reinforcement capabilities and training.
  • Support the management team, coaching and development of national staff to build a cadre of competent, committed and motivated staff.
  • Assess capabilities, plan development actions and monitor improvements.
  • Manage the integration process of all national staff.

INTERNATIONAL STAFF

  • Where applicable, liaise between hiring managers and the HQ recruiting team to promote an effective and smooth talent acquisition process for International staff.
  • Help the headquarters HR team to feed the reporting and monitoring system for international staff recruitment, travel, integration and human resources management.
  • Mandatory compliance training, where applicable
  • Manage and ensure that all international staff, volunteers and consultants effectively receive orientation and onboarding materials for new employees and visitors; and liaise with management to ensure guidance is up to date.
  • Ensure that visa and residence permit issuance services for international staff and external visitors are streamlined, efficient and cost-effective.
  • Support the headquarters HR team in administration and documentation relating to international staff and volunteers.
  • Support the headquarters human resources department in the integration process of international staff and volunteers.
  • Coordinate with the Logistics Department to ensure Logistics provides appropriate fleet management and transportation for all international staff, volunteers and visitors.
  • Ensure that all international staff, volunteers and visitors are provided with adequate accommodation and accommodation.

III. Ethical conduct of IMC staff

The International Medical Corps maintains a code of standards of conduct which shall govern the performance of its employees engaged in the awarding and administration of contracts. No employee, officer or agent shall participate in the selection, award or administration of a contract funded by donor funds if a real or apparent conflict of interest is involved.

Such a conflict arises when the employee, official or agent, any member of his or her immediate family, his or her partner, or an organization which employs or is about to employ any of the parties indicated above, has a financial or other interest in the company selected for an award.

Officers, employees or agents of IMC must neither solicit nor accept gratuities, favors or anything else of monetary value from contractors or parties to secondary agreements.

These standards provide for disciplinary measures to be applied in the event of violation of these standards by officials, employees or agents of IMC.

IV. Prevention of sexual exploitation and abuse:

“Sexual exploitation” means the act of abusing or attempting to abuse a situation of vulnerability, a balance of power or relationships of trust for sexual purposes, in particular with a view to obtaining a paid advantage, social or political sexual exploitation of another person or sexual abuse committed against them. Staff must actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.

V. Compliance and ethics

Promote and encourage a culture of compliance and ethics within International Medical Corps. To the extent applicable to the position, maintains a clear understanding of and adheres to International Medical Corps and donor compliance and ethics standards. Performs work with the highest level of integrity. Communicate these values ​​to staff and partners and ask them to adhere to them.

VI. Skills, experience and qualification

  • Hold a bachelor’s degree in human resources management,
  • More than 7 years of progressive professional experience in the field of human resources, including at least 5 years leading a human resources department.
  • Previous experience with International Medical Corps is a plus
