JOB CONTEXT:
HI has 5 offices located in the different provinces of intervention. Central office is located in capital city (Kabul) and hosts the management team (including operations, support services, technical unit, MEAL, access and security), and a small operational team for 3 ongoing projects.
4 bases, located in Herat (West), Kunduz (North), Nimroz and Kandahar (south) are fully operational with dedicated support services and project’s management teams. 2 more bases are expected to open in the coming months; 1 in the East (Paktika) and 1 additional in Central Region (Bamyan) and a suboffice in Sindajan (Herat Province)
HI Afghanistan employs 400 national staff and 12 international staff with a budget of 8 millions euros.
HI Afghanistan operating framework is outlined in the operational strategy (“Stratop”) developed at the beginning of 2022 for the next 2 years. The 4 pillars are:
- Health
- Basics Needs and Economic Inclusion
- Armed Violence Reduction
- Protection of Vulnerable Populations
HI Afghanistan program is also strongly involved in rolling-out institutional policies, particularly regarding PSEAH, code of conduct, child protection, fraud and corruption policy. Operationally, objectives are to mainstream DGA (Disability / Gender / Age) policy, as well as operationalizing the PSEAH policy in all projects.
The position is based in Kabul. The climate in Kabul is continental with hot and dry summers, and cold winters with a high altitude of 1,800 meters. International and national staff are allowed to travel to bases in all provinces and to some project’s location, upon ad-hoc assessment of the security situation. Expatriates can be accommodated in the bases located in the 5 provinces (Kunduz, Kandahar, Nimroz, Paktika and Herat).
The security and access situation in the Country has improved significantly since the conflict has ended, however security measures remain in place as the context remain unpredictable.
We are currently looking for a Country HR Manager.
YOUR MISSION:
Reporting to the Programme/Country Director, you define and roll out the HR component of the Programme’s strategy in your geographical area. You are the preferred contact for HR operations centres at Headquarters.
You ensure that HR activities are consistent with your budgetary framework and with HI’s HR
frameworks. You actively analyse changes in context so as to identify the risks and opportunities in
your scope of responsibility.
Your main responsibilities:
- Management,
- Design the HR part of the Operational Strategy and oversee its associated action plan,
- Roll out Standards, contribute to HI’s Expertise and Accountability in your scope of responsibility
- Operational implementation of HR :
- You oversee the dimensioning and quality of Programme resources,
- You Oversee the Programme’s Career Management and Skills Development systems,
- You Coordinate and guarantee the quality of the Programme’s administrative management for all members of staff,
- You assist managers on your Programme with the implementation of HI’s HR policies,
- You are responsible for maintaining the social environment and ensuring the Programme’s compliance with the legal HR framework,
- You Support the Country/Regional Manager with the deployment of the HR part of the Code of Conduct and the PSEA, the Fraud and Corruption Policy and other institutional policies.
- Emergency preparedness and response.
Work language : English – french is an asset

- 6 or 12 months International contract
- The international contract provides social cover adapted to your situation:
- Pension scheme: is compulsory. If you are a French or Belgian national you benefit from the public system. HI will contribute for you to CFE and APICIL/AGIRA (French) or OSSOM (Belgian).
- For other nationalities, a private personal pension savings plan in your name with AXA, HI will pay into this account employee and employer contributions of 7.95% of your gross pay. Medical coverage with 50% of employee contribution
- Repatriation insurance paid by HI
- Salary from 2869€ gross/month upon experience
- Perdiem: 641€ net/month – paid in the field
- Hardship: 500€ net/month paid with your salary
- Paid leaves: 25 days per year;
- R&R: 1 week every 8 weeks => + possible transport/package support.

- Housing: Collective taken in charge by HI
