Polish Humanitarian Action (PAH) is currently looking for a Country Logistics Manager to oversee and monitor the supply chain (procurement and logistics) provision in support of humanitarian efforts in Ukraine. (this position is open for international applicants)

So far, the interventions have been carried out in 51 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of Protection, WASH, MPCA, Food Security and Livelihoods.

Key Duties and Responsibilities:

  • Contributing to and facilitating implementation of tools in supply chain processes.
  • Coordinate and implement the national supply chain strategy for the mission.
  • Guarantee that PAH related procedures, policies and tools linked with procurement, transportation, warehousing, fleet management and asset management are in place and are respected and ensure that all gaps are coordinated with the Global Logistics team so as to avoid delays.
  • Identify and plan the mission’s purchases beforehand (by project) in collaboration with all relevant staff (Head of Program, Field Managers, Global Logistics team).
  • Coordinate with Compliance, Audit, Finance, country Logistics team and Global Logistics team to assess compliance of processes and related documentation to identify gaps and implement necessary measures and risks mitigation.
  • Provides responses to audit queries where applicable.
  • Ensure that the right products are delivered to the right location on time and at a good cost.
  • Ensures procurement contracts are in line with PAH procedures and procurement policies and are in compliance with the country law.
  • Timely submission of mandatory logistics reports to the country senior management team, and Global Logistics team in line with PAH procedures.
  • Ensures maintaining of accurate filing systems, with documented and auditable records of all Procurements & Supply chain transactions and reports.
  • Identify training requirements/gaps, and ensure that training plans are developed, fully implemented and refresher trainings provided to staff under supervision and to non-logistics staff, as required and deemed necessary.
  • Represent the organization amongst partners, authorities, national logistics cluster and different actors involved in the logistics field.
  • Ensures logistics activities minimize negative impact on environment.

The successful candidate will be selected based on the qualification requirements described below:

  • BA / Master’s Degree in Logistics, Transport, Procurement, Supply Chain Management or any other relevant field.
  • 5+ year of relevant experience working in humanitarian logistics.
  • Strong proven knowledge and experience in Supply chain management;
  • Experience with capacity building and trainings.
  • Team management experience.
  • Experience in remote management.
  • Reporting skills.
  • ICT skills.
  • Negotiation and communication skills.
  • Strong organizational and problem-solving skills with analytic approach.
  • Strong interpersonal, management and leadership skills.
  • Ability to work well within multi-ethnic and multicultural team.
  • Understanding Ukraine context is very much appreciated.
  • Excellent English language skills (both writing and speaking), at least C1 level.
  • Good command of Polish language, at least at B1 level, would be an asset.
  • Good command of Ukrainian/Russian language, at least at B1 level, would be an asset.
  • Sound understanding of local context and humanitarian & social needs of most vulnerable population groups in Ukraine.
