CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

Background:

CRS began working in Pakistan in 1954. Working with local and international partner organizations and Caritas, CRS has implemented projects focused on water and sanitation, livelihoods security, formal and non-formal education, HIV/AIDS mitigation and care, drought mitigation, peace and justice, and emergency response.

In early 2022, CRS re-registered in Pakistan and has approval to start up activities in education and drought mitigation and is planni ng to expand into other sectors including emergencies.

Job Summary:

As Country Manager you will lead the efforts to re-establish CRS in Pakistan. You will manage and represent the country program office, advancing programming and operations objectives and CRS mission to serve the poor and vulnerable. Your management and representation skills and work with staff, partners and communities will be key to advance CRS’ reputation and impact while you proactively manage security and mitigate security risks and liabilities.

Roles and Key Responsibilities:

  • Champion and lead the vision, mission, and strategy. Lead the design of medium and long-term goals. Ensure program and operations leads coordinate their objectives in alignment with the strategy.
  • Lead the efforts of planning and establishing CRS workforce in Pakistan, with particular focus on senior management in the country. Champion and ensure Respect, Equity, Diversity and Inclusion throughout the process with focus on gender and other equity considerations.
  • Effectively manage and supervise senior talent. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Manage the development of staffing plans and the recruitment process of senior staff.
  • Establish and develop strategic partnerships with national and international organizations that leverages resources, reputation, and expertise in line with CRS partnership principles. Ensure strong representation to key stakeholders, including Church partners, local and national government, and donors.
  • Ensure that all projects meet and exceed donor expectations and are designed and implemented for maximum impact and reach. Ensure the CRS program quality standards are adhered to per MEAL policy and procedures.
  • Manage and mitigate risks that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans.
  • Promote, uphold, and model a commitment to the efficient use of agency and donor resources. Ensure compliance in operations functions. Provide oversight and analysis regarding monthly expenditures.

Required Languages – English fluency

Travel – This position is based in Islamabad. Candidate must be willing and able to travel at least 50% within the country and the region as needed.

Supervisory Responsibilities: 4-5 senior operations and programs managers and TDYers as needed.

Preferred Qualifications:

  • Demonstrated experience successfully managing high-risk and, complex situations, high-value projects from multiple international donors, including USAID and UN agencies; knowledge of relevant donor regulations.
  • Experience engaging partners, including local government(s), and strengthening partnerships.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Ability to represent the agency at high levels.
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.

Basic Qualifications:

  • Masters’ degree in International Development, International Relations or a related field.
  • Minimum of 5 years’ experience managing high value relief and development programs. Experience in complex development settings strongly preferred.
