Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where everyone has access to care, without obstacles.

CONTEXT

Médecins du Monde has been working in Morocco since 2013 to ensure access to inclusive and quality care and protection services for all people in vulnerable situations.
MdM works in Morocco in close collaboration with Moroccan civil society organizations.
The main area of ​​intervention undertaken so far in the country is Migration Health and Rights (MHR) with a focus on Sexual and Reproductive Health and Rights (SRHR).

In response to the emergency situation following the earthquake in September 2023, Médecins du Monde and its partners have launched an emergency response in the most affected areas in order to provide appropriate assistance to the most vulnerable people affected by the earthquake. The project is engaged in a post-emergency phase, focusing on working on the resilience of communities in the areas affected by the earthquake.

THE ESSENTIAL

Under the supervision of the North Africa regional director, you are responsible for designing, managing, adapting and evaluating the MdM Belgium program in Morocco.

You propose and implement, based on internal and external developments and constraints, the definition of strategies, objectives and action plans for the Morocco program. You also ensure the animation and management of a team.

The role ensures the supervision of a group of 5 to 9 employees (indicative range) as well as coordination and collaboration with various local partners.

DUTIES AND RESPONSIBILITIES

On program management, he/she will be responsible for:

  • Participate in defining the strategy and logical framework of the program in conjunction with the North Africa regional management
  • Ensure monitoring of planning, coordination of the implementation of activities and the establishment of adequate monitoring tools
  • Supervise data collection and guarantee its quality, ensure monitoring of activities and follow-up of indicators
  • Ensure the recruitment and supervision of positions directly linked to the function and indirectly, support those of other positions of intervention on the program
  • Supervise accounting and ensure budget monitoring
  • Ensure the operationalization of the Country Intervention Strategy (SIP) and action plans by department
  • Develop and maintain the network of partners and represent the association with interlocutors and partners of projects/programs underway in the country on political, strategic and advocacy aspects
  • Draft internal project documents (reference documents, activity reports, diagnostic reports, advocacy notes and documents, logical frameworks, etc.) and donor documents (grant applications, reports, etc.)
  • Manage project evaluations and monitor the resulting recommendations
  • Ensure follow-up of recommendations drawn from the budget monitoring of projects, and issued during project reviews or during audits
  • Ensure the quality, reliability and regularity of information exchanges between the mission and the region
  • Monitor the health, political and humanitarian context. Update/write a country context analysis according to MdM’s internal models

On team management:

  • Supervise and lead the program team (coordinators/managers/program/project managers): defining objectives, managing leave, recruitment and training
  • Advise, arbitrate and take the necessary measures in the event of difficulty or malfunction

In terms of finding funding , he/she will be responsible for:

  • Carry out an update of the mapping of the different health stakeholders (donors, institutions and civil society) and their strategic priorities in the short, medium or long term.
  • Develop and monitor the local fundraising strategy
  • Identify consortium opportunities.
  • Monitor potential calls for proposals concerning MdM’s priority themes in Morocco and the North Africa region

On country representation:

  • Represent MdM with authorities, partners, donors and the media
  • Monitor collaboration agreements with partners and donors, seek and develop new partnerships and carry out or supervise the search for funding

As a Member of the Coordination Team:

  • Represent the organization with external bodies, analyze, communicate and make the necessary improvements to enable the optimal running of programs.

Examples of tasks:

  • Act as a point of contact with regional technical coordinators.
  • Participate with the country coordination team in the reflection on the evolution of the mission, and the programming of new projects and/or reorientation (project cycle, Annual Action Plans, Country Intervention Strategy)
  • Develop, adapt and monitor the application of security rules and procedures and manage crisis management in the territory
  • Implement and monitor the application of MdM frameworks, policies and procedures on programmatic and support aspects
  • Supervise internal reporting and donor reporting and manage the writing of project proposals
  • Participate in inter-NGO meetings (Marrakech Health Cluster, PNPM meetings, etc.)

These responsibilities will be implemented in a specific and cross-functional manner on the basis of the annual individual action plan, established in collaboration between the manager and the holder of the position in question.

YOUR PROFILE

Education / Training and Experience

  • University degree in economics, management, law, HR, public health, political science
  • Equivalent experience in an NGO
  • You have at least 5 years of experience in project management, ideally in the humanitarian and development field
  • Advocacy experience or skills
  • Experience in consortium management
  • Experience in migration related projects

Required skills and qualities

  • Knowledge of major donors
  • Knowledge of the development domain with proven experience in managing development projects.
  • Perfect command of French and good knowledge of English. Knowledge of Arabic is an asset
  • Management and coaching skills

  • Fixed-term expatriate contract (single posting) of 12 months, renewable ;
  • Salary conditions:
    • Expatriate Status: gross salary of €3,413.47 for 5 years of experience; a gross salary of €3,587.59 for 10 years of experience; Perdiem €587. Housing allowance: €654.00
      Depending on your tax residence, a withholding tax may be deducted.
    • National Status: Fixed-term contract under Moroccan law, salary conditions according to the salary scale and conditions offered locally.
