Caritas Czech Republic (CCR) is a non-profit non-governmental organization with field activities in 27 countries (Europe, Asia, Middle East and Africa) and an extensive social services program in the Czech Republic assisting more than 100,000 clients. CCR is a member of the international network of the Caritas Internationalis and cooperates with a number of international and local partners.
Background
Critical medical services across the whole territory of Gaza strip have been severely disrupted by the ground operations of Israeli defense forces. WHO estimates that only 13 of Gaza’s hospitals and 30% of primary health care centers are partially functional. This is further exacerbated by the lack of access to medical supplies and fuel. Overcrowding in shelters creates high risks of epidemic outbreaks and access to even basic primary healthcare is severely limited. The situation in Rafah, which sheltered the majority of IDPs, is especially dire due to an ongoing IDF ground operation. Therefore
Caritas Czech Republic (CCR) is looking for a
Country Programme Advisor,
a senior person with humanitarian experience who has a valid residence and work permit in Israel. Country Programme Advisorwill cooperate with local implementing partner, Caritas Jerusalem (CJ), leveraging existing presence in Gaza and expertise in health interventions to deliver essential health services. Partners will work to restore functional health services, specifically primary health care (PHC), and will address significant gaps in mental health and psychosocial support. Services will be delivered to displaced persons residing in shelters.
Main Duties and Responsibilities
- Serve as Caritas Czech Republic (CCR) focal point in Israel/Palestine
- Provide direction, guidance, and support to Caritas Jerusalem project team to ensure correct programming and budget control and achievement of project targets, specified in project documentation;
- Represent CCR at regular meetings with relevant stakeholders and donors to ensure coordination and donor relations-building;
- Ensure implementation of CCR activities under the project (hiring of expert, coordinating his/her engagement)
- Ensure monitoring of project activities as per the approved Monitoring Plan, in coordination with CCR HQ to ensure systematic implementation and monitoring of project activities;
- Prepare monthly and final narrative reports and coordinate the preparation of monthly and final financial reports;
- Monitor project risks;
- Facilitate knowledge exchange and lessons learned to enhance best practices;
- Promote CCR and ensure project visibility, as required.
Competencies
- Demonstrates high integrity, in respect to CCR Code of Conduct and ethical standards;
- In-depth practical knowledge of Humanitarian and Development Aid sectors;
- Self-directed approach to work, ability to prioritize tasks and fulfill them independetly;
- Prioritizes timely achievement of project results, as specified in project documentation;
- Capacity to gather comprehensive information on complex problems or situations; evaluates information accurately and identifies key issues required to resolve problems;
- Demonstrates excellent oral and written communication skills;
- Ability to build and sustain effective partnerships with local partners and authorities effectively;
- Demonstrates openness to change and ability to manage complexities;
- Responds positively to critical feedback and differing points of view.
Education
- Bachelor’s degree in project management, development studies, healthcare or related fields.
Experience
- A minimum of 3 years of relevant management experience from the humanitarian sector;
- Previous project management experience in health sector is an asset.
Language
- Fluent English;
- Advanced Arabic;
- Hebrew is an asset.
