Country Programme Assistant – Samoa At Pacific Community

The Pacific Community (SPC) invites applications for the position of Country Programme Assistant – Samoa. This position will be located at the Ministry of Education, Sports and Culture in Apia, Samoa.

The role – the Country Programme Assistant – Samoa will support EQAP in the implementation of the country work programme.

The key responsibilities of the role include the following:

Support for Literacy Intervention Programmes

  • Provide programmatic support to the literacy consultants hired through MESC in
    • Word processing reports for the consultants
    • Documenting success stories around literacy improvements
    • Capturing and documenting critical incidents of literacy instruction and learning through videos and narratives
  • Support teachers and consultants with data entry for literacy assessments
    • Assist consultants and teachers in entering assessment data into digital devices
    • Upload assessment information into databases

Support for Digitisation of Resources

  • Support the digitisation of literacy intervention resources and communication of success stories
    • Collate developed resources in collaboration with consultants and MESC
    • Upload resources on to nominated websites, in particular SPC and MESC
    • Support the EQAP Communications team with stories and resources for visibility

Logistics and Travel Support for events

  • Provide logistic and travel support, by way of
    • administrative, financial and logistical support to ensure successful delivery of events
    • budgets for in-country events.
    • communications that are precise and use appropriate language
    • collation and distribution of events documentation.

Programme Administration Support

  • Provide programmatic support in other collaborative activities between EQAP and MESC, in
    • the coordination of activities related to examinations and assessment
    • logistical arrangements for workshops and trainings
    • provision of M&E information
    • securing financial documents

Key selection criteria

Qualifications

  • Diploma in a relevant field such as business administration or commerce.

Technical expertise

  • 3-4 years’ experience in a similar role, or role that demonstrates suitable communication and computing skills to perform this role
  • Demonstrated experience in conference management and event organisation, logistics and travel.
  • Relevant practical experience in procurement, administration, travel support and financial aspects of large and complex projects.
  • Strong PC-based computer skills, preferably with Microsoft Programs.
  • Ability to effectively manage information and carry out data entry with attention to detail.
  • Demonstrated organizational and multi-tasking skills.
  • Ability to work under pressure and to tight deadlines.

Language skills

  • Excellent oral and written communications skills.

Interpersonal skills and cultural awareness

  • A proactive and positive team player able to work effectively in a multicultural environment with a wide range of individuals.
  • Knowledge of Pacific Island countries and territories is an advantage.

Salary, terms and conditions

Contract Duration – This position is budgeted for 1 year and is subject to renewal depending on performance and funding.

Remuneration – the Country Programme Assistant – Samoa is a Band 6 position in SPC’s 2022 salary scale, with a starting salary range of WST 30,058 – 37,572 per year. An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.

Benefits – SPC provides medical and life insurance for eligible employees and their eligible dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.

Discuss three desirable behaviours one needs to demonstrate to successfully liaise with multiple stakeholders.
  2. Describe your experience in logistics management for regional and national workshops and outline three lessons learned.
  3. Describe three important skills that one should have in order to manage large volumes of data from multiple sources using an information system.
