TEAM PURPOSE:

Safety professionals and other staff tasked with safety matters, supported by programme/project managers and other Oxfam staff are to ensure that all Oxfam working locations have the capacity to effectively support the management of safety risks to enable Oxfam to effectively meet its programme objectives

JOB PURPOSE:

Country Safety Coordinator is to ensure that the Country Safety Strategy is developed, implemented, monitored, and reviewed in line with Oxfam policies, standards, and requirements.

To support Oxfam Ethiopia programmes’ capacity to manage safety risks effectively providing for effective implementation of programme objectives.

To secure specialist advice and support on safety management to the Country Director, other programmes/project managers, and staff.

KEY RESPONSIBILITIES

Analysis & Safety Risk Assessment – 20%

• Maintain ongoing context & situation analysis and risk assessments in existing and potential areas of humanitarian intervention.
• Provide for accounting of safety incidents, including maintaining a safety incident/event reporting database, and their mapping for identification of safety trends and patterns.
• Develop practical advice and recommendations on risk prevention and mitigation measures for the Country Director, Country Leadership, and other staff as required.
• Ensure regular analytical reporting to the Country Director, Country Leadership Team, and other managers and staff as applicable

Core Safety-Related Responsibilities – 40 %

• Lead the development of country safety strategies (acceptance, protection, and deterrence) in line with Oxfam safety policy, requirements, and protocols.
• Coordinate and support day-to-day safety risk management, including monitoring situations; gathering and sharing information; implementing Safety Standard Operating Procedures and risk prevention and mitigation measures; and reporting.
• Advise and support the Country Director, Country Leadership, program managers, and other staff on safety matters.
• Establish and maintain working relationships with partners, governmental authorities, and other relevant stakeholders for information gathering and providing for a safe and secure operating environment.
• Develop and update the Safety Management Plan (SMP), Welcome Pack, and other specific safety documentation to ensure safety protocols and procedures are relevant and up to date.
• Support Field Offices in reviewing Local Safety Management Plans (LSMPs), Welcome Packs, and other specific safety documentation.
• Lead and coordinate proper contingency planning, including incident management, emergency relocation, evacuation, and hibernation.
• Support the Country Director, Country Leadership, and other program managers in managing safety incidents.
• In the event of a critical incident, form part of the country Incident Management Team.
• Lead on incident reporting, including via Oxfam Security Incident Reporting Information System (OSIRIS).
• Provide technical advice on specific safety matters (e.g.: communications equipment and processes, mines/UXO awareness, premises safety assessment, etc.).
• Coordinate with Country Leadership and other functional departments (e.g., Logistics, Finance, IT, etc.) ensuring that appropriate systems of administration, communication, and transport are in place for effective safety management.
• Take part in the development of budget proposals ensuring appropriate sufficient allocations for safety purposes.
• Provide oversight and direction to Safety Officers and/or Safety Focal Points, including performance reviews.
• Liaise and coordinate with regional and global safety advisors.
• Authorize planned travels in the country.

Safety Awareness – 30 %

• Lead on and coordinate the development of safety awareness and culture among Oxfam staff and partners.
• Provide for timely and efficient dissemination of important safety information to program managers and staff, where applicable, including regular information updates, safety briefings, and inductions.
• Ensure that all newcomers and visitors receive safety induction.

Capacity Building and Training – 10%

• Identifying long-term and immediate requirements for staff training on safety matters and coordinating their implementation.
• Keep track of the safety learning and training of staff.
• Support Oxfam partners in developing their safety training guidelines.
• Develop and deliver appropriate safety training to Oxfam staff

SKILS, Experience, Knowledge & Competencies

Essential:

• Bachelor’s Degree in political science or a relevant field from a recognized college/University
• At least six (6) years of practical experience in safety and related risk management, out of which two (2) years in a supervisory role
• At least two years of practical experience in safety risk management in the context of UN or NGO humanitarian operations is a must
• Expertise in the Ethiopia safety context and trends as well as a good understanding of the most challenging locations.
• Proven influencing, communication, interpersonal, and negotiating skills with internal and external audiences including in complex and stressful environments.
• Established experience in providing training, including field-based training.
• Ability to work under pressure and not lose sight of strategic priorities.
• Capacity to be on standby 24/7 and ready to travel at a short notice.
• Excellent knowledge of English.
• Proficient with Microsoft Office Suite or related software to prepare reports, permits, and training records.
• Excellent organizational skills and attention to detail.
• Strong analytical and problem-solving and reporting skills
• Strong supervisory and leadership skills.

Desirable:

• Working knowledge of the Amharic language and/or other spoken dialects in Ethiopia.
