Country Support Coordinator, Joint Learning Network (JLN) at Management Sciences for Health

The JLN is an initiative funded by the Bill & Melinda Gates Foundation (BMGF). A full time Network Manager team (the NM) comprised of Management Sciences for Health (MSH) staff and consultants provides executive and administrative leadership to the JLN.

MSH seeks a Country Support Coordinator (the Coordinator) for the NM team. The Coordinator is a key member of the team, managing communications and relationships between member countries, the NM and the JLN Steering Group (the SG). The work involves regular coordination and negotiation with senior health ministry staff in our 34 member countries, senior World Bank staff and consultants, and MSH’s peer group of NGOs and technical partners. “Please see Appendix 1 – Main Responsibilities”, below, for examples of job activities.

The JLN itself is in its eleventh year. MSH is funded to lead the network under a three year grant from BMGF and is currently in the third year of that grant. MSH awaits word from BMGF about a renewal of the grant award. This position is therefore full-time until January 2022 and possibly for up to three years thereafter depending on whether the grant from BMGF is renewed.

The job reports directly to the Executive Director of the JLN.

Membership and Country Support (50%)

  • Meet regularly with mid-career and senior government officials of member countries to help them participate in, and contribute to, the JLN
  • Manage the member country application process, including calls for applications and reviewing all submissions quickly and efficiently against a rigorous set of criteria, for steering group (SG) approval
  • Lead the country onboarding and orientation process to introduce new members to the JLN
  • Conduct outreach to potential members to share information about the JLN and answer questions about membership
  • Work closely with World Bank HQ and country offices to support member countries as needed
  • Engage World Bank to operationalize the agreed JLN Country Support plan and revise the plan as needed
  • Support in-country events such as new member launches or other member country needs in close collaboration with NM teammates
  • Develop and administer surveys, questionnaires and other forms to solicit feedback on JLN performance and member engagement activities (in collaboration with the rest of the NM team)
  • Support the Executive Director and other members of the JLN NM team in country member outreach and organization
  • Work as a liaison to JLN technical teams

Network Coordination (50%)

  • Work with the SG and World Bank to develop agendas and briefing materials for quarterly SG meetings
  • Review and understand the JLN’s governance model and act as a resource related to governance issues as they arise
  • Lead on note taking and follow-up action items from SG meetings
  • Manage JLN NM team member monthly reporting to the SG
  • Revise the JLN Operations Manual as needed
  • Attend all SG, donor, and partner meetings related to overall JLN management and country support
  • Maintain knowledge of JLN work and progress overall to ensure JLN NM team is on track to complete activities promised to BMGF and SG
  • Coordinate quarterly reporting
  • Support JLN NM team annual workplan and budgeting processes

Education

Bachelor in public health or related field required

Master degree in public health or related field preferred

Experience

Four years’ relevant experience (two years’ experience with Masters)

Knowledge of health finance policy and universal health coverage required
