The Belgian Red Cross, French-speaking Community, is recruiting a (M/F) Country Representative of the Belgian Red Cross (CRB) in the Democratic Republic of Congo (DRC)

Context :

The Belgian Red Cross (CRB) and the DRC Red Cross (CR RDC) are formally engaged in a partnership relationship, reaffirming the desire of the two national societies to work together to meet the needs of the most vulnerable populations in the DRC. To this end, the CRB supports the CR DRC in the formulation of joint projects to be submitted for financing to donors in a spirit of technical support and skills transfer. It also provides support to the CR DRC in the implementation of projects and programs, constantly ensuring a balance between support for the implementation of projects and complementary institutional support.

The CRB promotes a partnership approach which serves the strategic vision of the partner and its empowerment, which maximizes the decision-making power and responsibilities of the partner within the limits of the constraints of the lessor.

To date, the CRB is engaged with the CR DRC on supporting the implementation of a five-year program to strengthen community resilience in the Kwango province. This program favors actions in the health (Wash) and environmental areas. Funded by the DGD, this delegated management program is implemented by the CR RDC with the support of the CRB.

The CRB is also engaged with the CR DRC in supporting the implementation of a humanitarian program focused on the protection of the most vulnerable internally displaced households and those from the host community in the Kwango province. This program favors actions in the areas of specific and transversal protection. Funded by the DGD, this jointly managed program is implemented by the CR RDC with the support of the CRB.

Alongside its support for the implementation of these actions, the CRB plays an important role in strengthening the capacities of the CR DRC in management, monitoring-evaluation, and strengthening performance in financial and accounting management. This support is part of the dynamic of the CR/CR Movement to support the organizational development of the CR DRC.

In this context, the Belgian Red Cross is recruiting a Country Representative to represent it in the DRC. The Country Representative will be based in Kinshasa but will make frequent trips to the targeted provinces. The Country Representative will have sufficient experience in project management as well as proven expertise in community mobilization in the areas of Wash and community health .

Responsibilities:

Under the responsibility of the Great Lakes Geographical Unit in Brussels;

In close collaboration with the DRC Red Cross;

In close collaboration with the ICRC, National Partner Societies and the IFRC;

In accordance with the fundamental principles and general rules of the Red Cross Movement and with the procedures of the Belgian Red Cross (CRB);

In accordance with the General Partnership Agreement between the CR DRC and the CRB;

The Country Representative (PR) is an extension of the CRB on the ground. The main purposes of the position are divided into three aspects:

  • Support the partner in the management of the project cycle (development & humanitarian response) and in strengthening its capacities: the PR supports the partner at key moments both methodologically and on technical and financial aspects.
  • Ensure the link between the CRB and the National Host Company (SNH): the RP maintains a constant dialogue with the partner in order to know and share the CRB and CR-DRC strategies, their methods, constraints and opportunities. He/she ensures that the partner’s ambitions and expectations regarding the CRB are known and addressed.
  • Know and monitor the local context and ensure the representation of the CRB in the country: the PR follows developments in the local context and in particular the security context. He/she maintains a constant dialogue with donors present locally as well as with other international NGOs (and in particular with Belgian NGOs).

More specifically he/she,

  • Ensures a role of management and supervision of actions jointly with the hierarchy and other actors of the CR DRC through work of analysis of results, regular field missions (50% of the time), methodological and technical support targeted according to needs ;
  • Supports the implementation of actions, monitoring-evaluation and reporting to donors;
  • Supports external audit and evaluation processes;
  • Provides support for programming, identification and project formulation;
  • Supports the search for financing;
  • Maintains and develops strategic dialogue with Movement partners and Belgian NGOs;
  • Ensures the representation of the CRB to authorities, partners and donors;
  • Has under his responsibility the local management of expatriate human resources (none for the moment);
  • Monitors the political and security context at the national level and is responsible for the security briefing of expatriates and any person passing through cooperation missions.

Profile :

  • Holder of a university-type Higher Studies Diploma related to the position.
  • Minimum 5 years of work experience in coordination and supervision of projects with international funding (DGD, ECHO, European Union, UN agencies, etc.).
  • Necessary skills in participatory approaches and community mobilization.
  • Proven experience in one or more subjects related to building community resilience ex Wash and community health, risk prevention and management, environmental management, etc.
  • Desired experience in protection and humanitarian response.
  • Desired experience in supporting a local partner (organizational development, skills building).
  • Proven experience in project identification and formulation and program monitoring and evaluation.
  • Proven experience in financial and administrative project management.
  • Proven experience in communication with institutional actors and professional network development.
  • Knowledge of the Red Cross Movement is an asset.
  • Excellent multicultural and interpersonal skills.
  • Excellent team leadership skills.
  • Very good sense of diplomacy.
  • Communication skills, analytical mind, mastery of IT tools.
  • Very good editorial style and excellent oral and written expression in French.
  • At least passive knowledge of English
  • Prior experience in the DRC or the region is a serious asset.

Terms of contract:

  • A full-time, one-year renewable fixed-term contract;
  • A position to be filled in June 2024 and based in Kinshasa, with travel in the DRC and internationally;
  • Scaled remuneration linked to your experience;
  • An extra-legal benefit package consisting of:
    • Monthly bonuses linked to the cost of living and the complexity of the position;
    • Contribution to housing costs (payment of 90% of the rent, payment of a monthly housing allowance and a one-off moving allowance);
    • 20 days of legal leave + 5 days of additional leave to be taken every 3 months;
    • Registration with the Belgian Overseas Social Security (SSOM) scheme, for you and your dependents; additional healthcare insurance and medical repatriation insurance;
    • Family allowances for children, based on 100 euros/month/child under 18 years old.
