Crisis Assistance and Response Officer At Reporters Without Borders

Reporters Without Borders (RSF) is an independent organisation that defends and promotes journalistic freedom, independence and pluralism. With its headquarters in Paris, its sections abroad, its offices in 13 cities, including Berlin, London, Rio, Taipei, Tunis and Washington, and its network of correspondents in 130 countries, the organisation has a strong capacity for mobilisation and questioning, and a significant influence on the ground.

RSF’s Latin America office was opened in Rio de Janeiro in 2015, with the aim of expanding RSF’s operations at the regional level. We are currently looking for a professional to work on issues of assistance to journalists and media and crisis response at the regional level.

Crisis Assistance and Response Officer

Primary objective

The Crisis Assistance and Response Officer’s general mission is to provide holistic and rapid support to journalists and media and to ensure the identification of emerging crises in order to better prepare the response of the RSF regional office.

To ensure greater security for journalists and media professionals, the Crisis Assistance and Response Officer will be responsible for studying requests for assistance from journalists and media, and proposing support in line with the needs of identified local organizations. He/she will also be responsible for setting up a mechanism capable of responding as quickly as possible to the different types of threats that journalists and media professionals face online and offline, through a comprehensive and agile approach.

Attributions

  • Follow assistance to journalists and media in the area
    • Receive and study requests from journalists and media that the office receives
    • Coordinate with the Paris support office the type of response to be provided
    • Monitor the support provided by the office to journalists and media in the area
  • Monitor the situation and developments in each country in the region and study potential threats and crisis triggers, in coordination with the director of RSF Brazil.
    • Geopolitical, socio-economic and environmental monitoring of the States in the zone
    • Organize missions in conjunction with the office director
    • Assessment of needs and possibilities for action
  • Establish an operational crisis system for the area, in particular:
    • Write a list of regional, national or local contacts and partners to activate in the event of a crisis
    • Write a logistics protocol to be able to quickly deliver equipment and other materials in the event of a crisis
    • Write and disseminate a clear procedure that establishes responsibilities, contacts to be established and activities to be undertaken
  • Disseminate and promote the office’s actions in terms of assistance and crisis response

Profile

Degree in international relations, political science, security, social communication or related fields.

At least 5 years of experience in a similar project management position and/or in an emergency/humanitarian context

Experience in network animation and management of local partners

Solid knowledge of security issues (digital and physical)

Knowledge of human rights, development cooperation, journalism and freedom of expression a plus.

Knowledge of European donors and financing rules a plus

Rigor

Portuguese, Spanish and English required, knowledge of French is a plus

Terms

Remuneration: R$ 10,500.00 in permanent contract

Benefits: R$ 660 Restaurant voucher + R$ 800 health coverage

Work location: Preferably in Rio de Janeiro, but applications for remote work will also be considered.
