Crisis Response Coordinator – Yemen At FHI 360

Job Summary:

FHI 360’s West Africa Middle East Regional Office (WAMERO) is seeking an experienced Crisis Response Coordinator for the Yemen Country Office, based in Aden, Yemen.
After years of continuous conflict, the humanitarian crisis in Yemen is still considered one of the worst in the world. Widespread conflict exacerbates existing vulnerabilities as severe economic decline, food insecurity, and collapse of essential services continue to take an enormous toll on the population. Faced with a deterioration of the health system and ongoing hostilities, communities have been left without essential life- saving services. The combination of extreme vulnerability and low general immunity puts Yemen at exceptional risk for communicable disease outbreak. A profound economic crisis threatens the government’s ability to sustain vital public services. Multiple domestic and global shocks are driving these contractions, including recurrent natural events, the economic and food security repercussions of the wars in Ukraine and Gaza, global inflation, significant funding gaps, and access to services challenges,
Operational in Yemen since 2018, FHI 360 is implementing an integrated humanitarian assistance program in health, nutrition, WASH (Water, Sanitation and Hygiene) and Health Coordination sectors.

FHI 360’s approach to humanitarian response in Yemen focuses on emergency rehabilitation, WASH, and provision of training, supplies, and equipment, ensuring continued quality of operations and proper maintenance of the health facilities to enable uninterrupted lifesaving health and nutrition service provision. Complementing these interventions, FHI 360 is currently the co-lead of the Health Cluster in IRG controlled areas, working to enhance the effectiveness of the humanitarian response within the health sector in southern Yemen. FHI 360 has dual focus on institutional and community-level engagement. With a team of about 50 staff, we support 12 fixed health facilities and surrounding communities, as well as two mobile health teams across Aden and Mokha. Through both the improvement in access to quality health services, along with improved coordination of the overall health response in Aden Hub, FHI 360’s programmatic activities are designed to contribute to improved well-being of the population in Yemen.
The Crisis Response Coordinator leads the organization’s humanitarian response activities in Yemen, providing leadership to ensure rapid, scalable and high-quality response. Serves as the lead senior representative for humanitarian programming in Yemen. Primary responsibilities are to lead and support all project related activities while ensuring internationally accepted practices and humanitarian principles are followed. Responsible for leading the FHI 360 humanitarian team and plays a critical role in ensuring the organization’s emergency programming is responsive to the needs of conflict- and disaster-affected populations. Ensure humanitarian activities are evidence- based and adhere to accepted standards.

Accountabilities:

  • Responsible for humanitarian response including overall accountability for programs, personnel, logistics, security, external representation, and transition planning.
  • Lead and mentor field staff including technical leads, HR, logistics, grants and administration, finance, monitoring and evaluation, and others in both Aden and Mokha to create a solid base for emergency programming. Ensure current programming is responsive to needs and adaptable to shifts in context.
  • Identify emerging opportunities and lead, supervise and coordinate field assessments in case of emergency or evolving needs and develop a response strategy in collaboration with host country government, the UN (United Nations) system, other humanitarian organizations and WAMERO as well as the Crisis Response Team (CRT).
  • Responsible for quality and consistency of programs through on-site and virtual monitoring to ensure and enhance program effectiveness and quality.
  • Advocate with and/or advise peer agencies, local governments, donors and other stakeholders to influence responses to promote delivery of inclusive and high-quality humanitarian services.
  • Responsible for ensuring compliance with FHI 360 and donor/client policy, procedures, and practices throughout the program; recommend country or emergency specific policy/procedures as needed.
  • Coordinate between country office and Headquarters (HQ) to troubleshoot any issues; make recommendations for corrective actions
  • Provide technical guidance in the development and dissemination of tools, protocols, and interventions to respond to humanitarian needs.
  • Conduct analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
  • Provide leadership and team building, with a particular focus on morale and motivation of staff.

Applied Knowledge & Skills:

  • Work experience as a Response Coordinator (or similar designation) in a humanitarian emergency required.
  • Yemen experience strongly preferred.
  • Demonstrated ability to influence peer agencies, local government, and community leaders to work effectively towards a common and agreed upon result.
  • Demonstrated ability to apply adaptive management approaches, analyze results and evaluate lessons learned to inform processes affecting multiple technical specialties to achieve rapid, consistent, and high-quality outcomes
  • Experience developing and implementing projects spanning multiple technical specialties.
  • Experience implementing programs for the Bureau of Humanitarian Affairs (BHA) required.
  • Knowledge and application of Core Humanitarian Standards (CHS), Sphere standards and Red Cross/NGO Code of Conduct.
  • Sensitivity and proven experience working with cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Effective communication skills, with the ability to engage staff and clients in an empathetic and motivating manner.
  • Must be able to read, write, and speak proficient English; Arabic helpful.

Education:

  • Bachelor’s Degree or its International Equivalent in Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
  • Master or other advanced degree preferred.
  • Certification in project management preferred.

Experience:

  • Typically requires 5-8 years in a management role, leading complex on-site emergency response projects and/or programs.
  • Experience establishing startup operations/projects in new countries preferred.
  • Demonstrated and verified sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Effective communication skills
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.

Travel Requirements:

  • Greater than 25% of contract, agreement, or purchase order.”
