CONTEXT
The “PAC Shared Services” (PACSS) was transferred to the Manila Shared Services Center (MSSC) in 2016. Its mission is to accompany ICRC employees whose contract is subject to Swiss law (4,000 people) in their HR administrative requirements to ensure a smooth professional journey in the organization. It is comprised of different services such as HR Administration & Contracts, Global Mobility, and other HR Specialists. The PACSS also extends its services to the entire workforce of the ICRC through iDevelop request processing, and to HR services providers via its Business Proximity Support (BPS). As of 2022, a new set of services is being offered to ICRC employees under resident contracts (10,000 people) to administer and International Retirement and Savings Plan (IRSP).
PURPOSE
Within the PACSS, the IRSP Data & Analytics Officer is responsible to carry out data analytics transactions and administrative work. S/he handles transactions related to enrolment, contributions, payment of benefits, and providing reports and analysis. S/he will also provide support and guidance on issues within their area of expertise to IRSP Officers.
RELATIONSHIPS
- Internally, interacts with staff who enable the team in administering the plan ~ primarily with PACSS, FinOps, Rewards, Finance/Treasury, HRIS, Service Desk and T&I
- Externally, interacts upon request and as needed with the IRSP Foundation, Procentia.
ACCOUNTABILITIES AND RESPONSIBILITIES
Core activities
- Keeps Data Management processes and documentation updated.
- Provides insight to the métier in reflecting on the team’s performance measures, improvements in the functional area of expertise and provides ongoing support with data and analysis.
- Contributes to institutional reporting and dashboards by supporting colleagues in delivering reports, revisions, and optimization.
- Ensures continuity and smooth transition of data entered into various system applications.
- Contributes to the development of the data model and usage of the referential data that supports analysis and decision making.
- Focus on the data validation of the monthly IRSP contribution cycle, and applicable retro adjustments.
- Contribute to the post go-live optimization of IntelliPen within the scope of the IRSP data and analysis.
- Ownership of year-end reporting activities provided to Finance, Accounting, and actuarial services.
- Support in process walkthrough, submission of audit samples, and answering to questions during internal and/or external audit activities.
Process management
- Perform First Time Right (FTR) analysis for the transactions and administrative work of IRSP processes.
- Oversee and monitor accuracy and timeliness of IRSP processes, in line with the Service Level Agreement.
- Proactively communicate with the stakeholders concerned (Finance, PACSS, or HQ Counterparts) for any changes pertaining to ways of working, policy, or system updates/downtime.
Data entry
- In case of absence, acts as back-up to the processes of another Data & Analytics Officer within the team.
Quality Control
- Uphold an audit-ready mindset to support any future internal/external audit activities
- Assists in improving, developing & applying data quality monitoring processes & tools (dashboards etc.) and contributes where appropriate in DQ controls automation.
- Monitors data quality controls and consolidates, data clean-up and implements corrective actions.
- Performs four-eye/buddy check to the tasks performed by IRSP Officers.
Other tasks
- If necessary and upon request, provide ad hoc administrative support of a data and analytics officer within the scope of IRSP Administration services.
- Being proactive with continuous improvement propositions for the team’s management processes and / or more generally the PAC Shared Services
SELECTION REQUIREMENTS
- University degree, professional diploma or equivalent experience
- 3-5 years’ professional experience in HR Shared Services
- Knowledge of BI, SQL, statistical packages, Tableau.
- Proven experience in HR administration, ideally in the administration of benefits and retirement plans
- Knowledge of and experience in HR shared services, including workflows, processes, and key performance indicators
- Certification in HR an asset
- Good command of English, French language skills an asset
- Computer proficiency, including Microsoft Excel and working knowledge of HR information systems
- Very good analytical skills, able to work with cross-cultural teams collaboratively and independently
