Data Management Officer At Feed the Children

Job Purpose

The Data Management Officer (DMO) is responsible for the development and coordination of all data management related activities under the ongoing Programs. The DMO in liaison with MEL Manager will lead and implement data management activities ensuring program reporting consistency, and work to develop the capacity of participating members in utilization of data within the programs. The officer will compile and analyze data across the program and assist in the preparation of performance and evaluation reports to donors and other stakeholders.

Responsibilities

Data Management and Analytics Oversight

  • With support from the MEL Manager and IT Specialist develop a comprehensive but user-friendly management information system (MIS) for ongoing program.
  • Develop appropriate data collection tools for program intervention in liaison with the MEL manager and subject advisors.
  • Manage the MIS in relation to collection, entry and storage of project data.
  • Ensure data quality checks – validations, consistency, precision, and accuracy checks.
  • Develop and support of the Common Transfer File (CTF) system for admission / leavers of new and old project beneficiaries.

Data analysis and reporting

  • Participate in the development of statistical analysis, interpretation, and reporting procedures for all performance related data.
  • Query, retrieve, analyze and present data in accordance with the requirements of performance measurement reporting activities and requests.

Knowledge management

  • Based on ongoing project data and information
  • Look out for new knowledge and emerging issues.
  • Generate new knowledge, distill, and transfer knowledge to relevant field staff.
  • Identify areas where projects data can improve efficiency in project implementation.
  • Proactively identify opportunities for improved client services and outcomes and implement strategies to effect improvements in these areas.
  • Organize and store up to date project data and information (i.e., data, monitoring reports, quarterly, semi-annual, and annual reports etc. in both electronic and physical as necessary).

Project Monitoring and Evaluation

  • Supporting project staff in compiling key performance indicator data
  • Conduct periodic routine data quality assessments (DQAs) and audits on all project data
  • Supporting project evaluations
  • Reviewing performance/end-of-project reports to assess reported results and providing feedback to relevant staff/partners/stakeholders.
  • In liaison with MEL Manager, develop and maintain overall performance measurement frameworks for all programs.
  • Working closely with technical MEL Manager and other subject advisors in preparing summaries of lessons learned and evaluation findings for dissemination to stakeholders.
  • Developing and updating monitoring and evaluation related guidelines to strengthen the quality of programming and results measurement.
  • Participating in the preparation of any other reports with guidance from the MEL Manager.

Capacity Development

  • Identify and implement data management/quality capacity development initiatives.
  • Facilitate dissemination of information on lessons learned in program areas and effective knowledge sharing.
  • Plan and facilitate training events for program and project staff to build capacity in data management related activities.

Relationship Management and Networking

  • Ensure positive, supportive, and collegial relationships with internal and external stakeholders.
  • Contribute to build and strengthen internal networks to further the adoption of meaningful data management practices.

Required Qualifications & skills

  • Bachelor’s degree in information management, Project Management, Statistics, Economics or other relevant academic background.
  • Minimum of 2 years of Monitoring and Evaluation experience with bias in data management (essential).
  • Strong report writing skills and experience in preparation of reporting documents.
  • Strong analytical skills
  • Training or experience in results-based management principles, tools, and techniques
  • Training or experience in quantitative & qualitative survey and data collection methods
  • Field experience, preferably in a monitoring and evaluation role, in development contexts
  • Demonstrated skills in organizing and facilitating learning activities, such as workshops and group and individual training.
  • Strong written and oral communication skills with the ability to understand and communicate across cultural boundaries.
