IMPACT AND REACH

REACH was born in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Program for Operational Satellite Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) assessment of needs and the situation facilitated by REACH teams; b) situation analysis using satellite imagery; (c) provision of databases and (web) mapping facilities and related expertise.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarters is based in Paris and is present in around thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

COUNTRY PROFILE

Haiti is one of the 10 countries in the world most exposed to natural disasters. The 2021 earthquake, which struck Haiti on August 14, had devastating effects on people’s livelihoods and the country’s infrastructure. The cholera epidemic, which has been raging since 2010, and Hurricane Matthew in 2016, were also a major crisis which contributed to weakening Haitian resilience capacities. The current situation of socio-political tensions and other structural factors tend to increase economic and social vulnerabilities. In 2021, food security remains one of the priority issues in terms of humanitarian needs, more than 4.5 million people are food insecure.

The steady increase in gang violence in the Port-au-Prince metropolitan area has limited travel within the city, as well as connections to areas outside the capital. In September 2022, cases of cholera were detected in the metropolitan area of ​​Port-au-Prince. The last cholera epidemic in the country, which began in 2010 and lasted 9 years, left 9,000 dead.

We are currently looking for a (senior) Data Manager to support our team in Haiti.

FUNCTIONS

Under the direction of the IMPACT National Coordinator/Representative or their delegates in [country name], the [Senior] Data Officer is responsible for the production of IMPACT analysis products in [country and /or, where applicable, region], including preparation of research design, assistance in designing sampling methods, data analysis plans, data collection tools, scripts and processes for cleaning data, analysis scripts, analysis results and (where applicable) the production of web maps and information management systems. The [senior] Data Officer will provide support during the dissemination and evaluation stages of the research cycle. Throughout each research cycle, the [senior] Data Officer, in close liaison (if applicable) with the evaluation teams, engages with partners to promote their participation in the processing and data analysis or relevant topics as designated by the line manager, to maximize the adoption and use of IMPACT research. Where applicable, or when managing a project, it also ensures efficient and transparent use of the resources necessary for the implementation of the project. This may include direct supervision of data and evaluation teams during data collection, analysis or production of results.

As part of his/her mission, the [senior] Data Officer will be hosted by ACTED, IMPACT’s global partner, and will be under the direct responsibility and management of the ACTED Country Director and his delegates for all administrative, security, logistics and financial issues. He/she will therefore fully comply with ACTED’s rules and regulations regarding security, administration and human, logistical and financial resources.

RESPONSIBILITIES

The responsibilities of the [senior] Data Officer are as follows:

RESEARCH PLANNING:

  • Contribute to the identification and implementation of effective and tailored data management and analysis solutions for IMPACT research in Haiti, in accordance with relevant IMPACT research and data guidelines.
  • Support (as designated by the line manager) sampling design, creation and management of data collection tools (ODK or KoBo), training in data cleaning and management techniques, support for implementation in place of data analysis (specifically carried out in the R environment).
  • Contribute to the development of the research ToR with emphasis on sampling, data collection tools, the data analysis plan, as well as the data management plan;
  • Support the development of qualitative and quantitative data collection tools, ensuring that research cycle/evaluation requirements are met;
  • In coordination with the evaluation and SIG managers concerned, support the construction of the quantitative sample;
  • Track progress and delays of all assigned tasks throughout the research cycle. Ensure that delays or issues identified are reported in writing and orally in a timely manner.

RESEARCH IMPLEMENTATION

  • Where applicable, support the identification and training of enumerators for primary data collection;
  • Where applicable, support the oversight of data collection, in accordance with agreed terms of reference (including its annexes), including data cleaning processes, controls and data cleaning scripts;
  • In coordination with the evaluation officer(s), document any changes in data collection that result in a modification of the agreed terms of reference, ensuring that the CC/RC and IMPACT headquarters are informed and agree to the modifications.

DATA MANAGEMENT, CLEANING AND ANALYSIS

  • Monitor the accuracy of data collected in accordance with IMPACT’s Minimum Data Cleaning Standards Checklist;
  • Control the data collected in the field, ensure their regular updating and resolve any discrepancies;
  • Manage, update and deploy the monthly questionnaire;
  • Maintain, update and expand research-based data management and analysis systems for data dissemination and reporting;
  • Serve as the focal point for statistical analysis and quantitative reporting of assessments.

PRODUCT EDITING

  • Ensure that all IMPACT analyzes meet the requirements of IMPACT and relevant partners;
  • In support of the research manager or the CC/CR, depending on the request, ensure regular communication with IMPACT headquarters on the progress and deadlines of the analysis products
  • Ensure the drafting of accurate and timely data and analysis products (such as fact sheets, charts, web maps, dashboards), which comply with IMPACT guidelines;
  • Ensure that results are reported accurately, taking into account the method of data collection and analysis provided for in the terms of reference.
  • Ensure that all analysis results are validated by IMPACT headquarters before their external dissemination;
  • Where applicable, in close coordination with IMPACT headquarters, support the regular maintenance and updating of online products;

EXTERNAL ENGAGEMENT

  • At the request of the line manager, assists in consultation with partners at all stages of the research cycle: evaluation preparation, data collection, data analysis, review of research products, dissemination of products and lessons learned;
  • After validation by the line manager, represent IMPACT in relevant meetings and working groups;
  • Follow up on issues identified by partners or during meetings/working groups;
  • Promote active use of datasets and research findings by partners and the wider humanitarian community for their decision-making;
  • After validation by the line manager, present the research results to relevant third parties in order to improve their use and impact;
  • Ensure that the commitment of all partners and all external relationships are clearly documented and communicated to the line manager and relevant colleagues;
  • More generally, contribute to the creation of a positive image and overall credibility of the organization, in particular through the application of the mandate, ethics, values ​​and position of IMPACT in relation to other actors .

KNOWLEDGE SHARING AND LEARNING PROCESSES

Provide content and contribute to lessons learned exercises

PROJECT CYCLE MANAGEMENT

At the request of management:

  • For relevant projects, ensure compliance with project cycle management requirements and guidelines at all phases;
  • Before the start of the project, support the organization of a kick-off meeting and the provision of key project management documents in order to plan the effective use of assets and financial and human resources;
  • In close coordination with line managers, colleagues responsible for finance and grants, monitor and regularly update the use of assets and financial and human resources, in full compliance with IMPACT guidelines; this includes maintaining oversight of budget availability and expenditure for evaluation activities;
  • Ensure that project outcomes and requirements are monitored, respected and implemented;
  • Ensure that any questions relating to the implementation of the project are reported to the line manager, colleagues responsible for finance and grants, as well as to headquarters;
  • Ensure that an end-of-project meeting is organized and documented for all affected projects;
  • Support the line manager, finance colleagues and managers in drafting narrative and financial reports for the projects concerned;
  • Other tasks as requested by supervisors.

TEAM MANAGEMENT AND CAPACITY BUILDING

In the case where the [senior] data manager provides direct management of the line to staff:

  • Organize regular meetings with staff members to assess progress in relevant research cycles and review the work plan;
  • In coordination with CC/CR, RM or specialists, organize induction of new staff members, including training in basic technical skills in data processing and analysis
  • Support IMPACT CC/CR, RM or specialists in developing and implementing capacity training plans for data processing team members and others. He/she is responsible for defining clear and personalized development objectives, and designing training and mentoring plans to support team members in their professional development.
  • Be available to provide regular support and technical backstopping to all teams and units in the country office.
  • Where applicable, support/lead the staff assessment and recruitment process in collaboration with the CC/CR and RM.

INTERNAL COORDINATION

  • Actively participate in regular team meetings;
  • Ensure regular coordination and exchanges with relevant colleagues;
  • Ensure regular communication with the Headquarters Research and Data Unit.
  • Participate in the development and implementation of the IMPACT strategy in (country).

CONFIDENTIALITY AND DATA PROTECTION

The [Senior] Data Officer will ensure the strictest confidentiality of all collected data and related processes, ensuring full compliance with IMPACT’s data protection policy and standard operating procedures. He/she will actively take steps to prevent unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment to IMPACT.

REQUIRED CONDITIONS

  • Academic Excellent academic qualifications, preferably including a master’s degree in the relevant discipline;
  • Research skills Proven experience in data science. Excellent data analysis skills.
  • Software Skills Advanced knowledge of R, STATA, Python or equivalent statistical software. Demonstrated knowledge of Microsoft Office, including Word, Excel and PowerPoint. Knowledge of ArcGIS is an advantage.
  • Years of professional experience At least 1 year of relevant professional experience. Experience in the humanitarian field highly desirable;
  • Work experience in food safety, nutrition, health, WASH (water, hygiene & sanitation) an asset;
  • Management Skills Experience and team management skills highly desirable;
  • Communication and Reporting Skills Excellent communication and writing skills for writing effective reports;
  • Ability to carry out several tasks simultaneously within tight deadlines, over numerous research cycles;
  • Level of independence Proven ability to work independently;
  • Intercultural work environment Ability to work in an intercultural environment requiring flexibility;
  • Experience in Geographic Region Previous experience in the Caribbean region is desirable;
  • Language skills Fluency in French required, fluency in English is an asset;
  • Security environment Ability to work in a complex and challenging security environment

COMPENSATION AND BENEFITS

  • For this position, the salary is between 2,760 CHF and 2,880 CHF per month (before income tax), etc. as well as a monthly subsistence allowance of USD 300.
  • NB – IMPACT salaries are strictly determined by our salary scale based on the grade of the position and the level of education of the staff. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff must work in difficult locations where living and working conditions are much more difficult than elsewhere.
  • Accommodation and food in a guest house. NB – IMPACT is hosted by ACTED in this country
  • This base is not a family duty station
  • Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross staff salary), health insurance, life insurance and repatriation assistance
  • Airfare every 6 months and visa fees covered (in-country travel costs and business expenses are fully covered)
  • R&R after 3 months (airfare up to $500 + $200 living allowance)
  • Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days on-site security training;
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1000 per year in psychosocial counseling costs.
