Data Officer At IMPACT Initiatives

IMPACT is seeking to hire a Data Officer to support all of our projects in Venezuela, including research design preparation, support in the design of sampling methods, data analysis plans, data collection tools, data cleaning and processing scripts, analysis scripts, analysis results, and (as appropriate) production of web maps and information management systems. The Officer will support the dissemination and evaluation stages of the research cycle.

We are seeking an experienced candidate who has previously implemented research projects in a complex humanitarian environment. The Data Officer will be responsible for contributing to the development of the strategy and implementation of Venezuela’s evaluation cycles, under the supervision of the Research Manager. The position is based in Caracas with the possibility to travel as needed.

RESPONSIBILITIES

EVALUATION PLANNING·

  • Contribute to the identification and implementation of effective and tailored data management and analysis solutions for IMPACT evaluations in Venezuela, in line with relevant IMPACT data and evaluation guidelines;
  • Contribute to the design of evaluations with a specific focus on sampling, data collection tools, data analysis plan, as well as data management plan;

EVALUATION IMPLEMENTATION

  • Support evaluation officers in developing quantitative data collection tools (in Kobo), ensuring that evaluation cycle requirements are met;
  • Support the identification and training of enumerators for primary data collection;
  • Ensure that all data collected is stored in accordance with IMPACT’s data management guidelines and terms of reference;
  • Support oversight of data collection, in accordance with agreed terms of reference, including data cleansing processes, verifications and data cleansing scripts.

DATA MANAGEMENT, CLEANING AND ANALYSIS

  • Lead the data cleaning, processing, and analysis processes (specifically performed in R);
  • Promote data cleaning and analysis automation processes for recurring assessments.
  • Provide technical guidance, training, and ongoing capacity building support to the team on automated systems and workflows;
  • Maintain, update and expand R-based data management and analysis systems;
  • Serve as a focal point for statistical analysis and quantitative reporting on evaluations.

LEARNING

  • Ensure that lessons learned are collected and documented at the end of each research cycle;
  • Keeping up to date with new technologies related to data analysis.

ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES

The Data Officer is responsible for ensuring that all interactions with Venezuelan communities are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about the objectives, activities, and methodologies of the IMPACT program. This is the responsibility of every IMPACT staff member.

CONFIDENTIALITY AND DATA PROTECTION

The Data Officer will maintain the strictest confidentiality regarding all data collected and related processes and will actively take measures to prevent unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.

REQUIREMENTS

  • Excellent academic background, including a bachelor’s degree in statistics, data science or a related discipline, or equivalent work experience;
  • At least 2 years of relevant work experience in data analysis;
  • Excellent data analysis skills;
  • Advanced knowledge of Microsoft Office (in particular, Excel);
  • Proven and advanced knowledge of R – or other statistical software such as Python/STATA/SPSS;
  • Experience creating ODK/Kobo quizzes;
  • Good knowledge of different sampling frames and statistical knowledge;
  • Excellent attention to detail and commitment to producing high quality work;
  • Ability to adapt, proactivity, and interest in learning and innovation;
  • Leadership and building a culture of teamwork based on productivity and respect;
  • Critical thinking and decision-making skills under pressure;
  • Flexibility to take on other tasks and responsibilities as needed by the team.

Desirable

  • Familiarity with the humanitarian aid system in Venezuela;
  • Relevant work experience in humanitarian or development settings;
  • Experience with Tableau, R-Shiny or PowerBI;
  • Knowledge of ArcGIS/QGIS or equivalent software;
  • Oral and written command of English.

CONDITIONS

  • Professional fees defined based on the organization’s fee schedule;
  • Work location: Caracas, Venezuela with possible travel within the country and region;
  • Contract duration: 10 months – until 30/11/2025 (with possibility of extension);
  • Start date: 02/19/2025
