IMPACT AND REACH

REACH was born in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Program for Operational Satellite Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) assessment of needs and the situation facilitated by REACH teams; b) situation analysis using satellite imagery; (c) provision of databases and (web) mapping facilities and related expertise.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarters is based in Paris and is present in around thirty countries.

COUNTRY PROFILE

Haiti is one of the 10 countries in the world most exposed to natural disasters. The 2021 earthquake, which struck Haiti on August 14, had devastating effects on people’s livelihoods and the country’s infrastructure. The cholera epidemic, which has been raging since 2010, and Hurricane Matthew in 2016, were also a major crisis which contributed to weakening Haitian resilience capacities. The current situation of socio-political tensions and other structural factors tend to increase economic and social vulnerabilities. In 2021, food security remains one of the priority issues in terms of humanitarian needs, more than 4.5 million people are food insecure.

The steady increase in gang violence in the Port-au-Prince metropolitan area has limited travel within the city, as well as connections to areas outside the capital. In September 2022, cases of cholera were detected in the metropolitan area of ​​Port-au-Prince. The last cholera epidemic in the country, which began in 2010 and lasted 9 years, left 9,000 dead.

We are currently looking for a (senior) data manager to support our team in Haiti. This position is based in Panama, and is therefore a position that requires working remotely.

FUNCTIONS

Under the direction of the IMPACT Haiti Coordinator/Country Representative, the [Senior] Data Officer is responsible for the production of IMPACT Haiti analysis products, including preparation of the data design. research, assistance with the design of sampling methods, data analysis plans, data collection tools, data cleaning scripts and processes, analysis scripts, analysis results and (if applicable) production of web maps and information management systems. The [senior] data officer will provide support during the dissemination and evaluation stages of the research cycle.

RESPONSIBILITIES

The responsibilities of the [senior] data manager are as follows:

RESEARCH PLANNING

  • Contribute to the identification and implementation of effective and tailored data management and analysis solutions for IMPACT research in Haiti, in accordance with relevant IMPACT research and data guidelines.
  • Support (as designated by the line manager) sampling design, creation and management of data collection tools (ODK or KoBo), training in data cleaning and management techniques, support for implementation in place of data analysis (specifically carried out in the R environment).
  • Contribute to the development of the research ToR with emphasis on sampling, data collection tools, the data analysis plan, as well as the data management plan;
  • Support the development of qualitative and quantitative data collection tools, ensuring that research cycle/evaluation requirements are met;
  • In coordination with the evaluation and SIG managers concerned, support the construction of the quantitative sample;
  • Track progress and delays of all assigned tasks throughout the research cycle. Ensure that delays or issues identified are reported in writing and orally in a timely manner.

RESEARCH IMPLEMENTATION

  • Where applicable, support the identification and training of enumerators for primary data collection;
  • Where applicable, support the oversight of data collection, in accordance with agreed terms of reference (including its annexes), including data cleaning processes, controls and data cleaning scripts;
  • In coordination with the evaluation officer(s), document any changes in data collection that result in a modification of the agreed terms of reference, ensuring that the CC/RC and IMPACT headquarters are informed and agree to the modifications.

DATA MANAGEMENT, CLEANING AND ANALYSIS

  • Monitor the accuracy of data collected in accordance with IMPACT’s Minimum Data Cleaning Standards Checklist;
  • Control the data collected in the field, ensure their regular updating and resolve any discrepancies;
  • Serve as the focal point for statistical analysis and quantitative reporting of assessments.

PRODUCT EDITING

  • Ensure the drafting of accurate and timely data and analysis products (such as fact sheets, charts, web maps, dashboards), which comply with IMPACT guidelines;
  • Ensure that all analysis results are validated by IMPACT headquarters before their external dissemination;

EXTERNAL ENGAGEMENT

  • After validation by the line manager, represent IMPACT in relevant meetings and working groups;
  • After validation by the line manager, present the research results to relevant third parties in order to improve their use and impact;

TEAM MANAGEMENT AND CAPACITY BUILDING

In the case where the [senior] data manager provides direct management of the line to staff:

  • Organize regular meetings with staff members to assess progress in relevant research cycles and review the work plan;
  • In coordination with CC/CR, RM or specialists, organize induction of new staff members, including training in basic technical skills in data processing and analysis
  • Support IMPACT CC/CR, RM or specialists in developing and implementing capacity training plans for data processing team members and others. He/she is responsible for defining clear and personalized development objectives, and designing training and mentoring plans to support team members in their professional development.
  • Be available to provide regular support and technical backstopping to all teams and units in the country office.
  • Where applicable, support/lead the staff assessment and recruitment process in collaboration with the CC/CR and RM.

REQUIRED CONDITIONS

  • Academic Excellent academic qualifications, preferably including a master’s degree in the relevant discipline;
  • Research skills Proven experience in data science. Excellent data analysis skills.
  • Software Skills Advanced knowledge of R, STATA, Python or equivalent statistical software. Demonstrated knowledge of Microsoft Office, including Word, Excel and PowerPoint. Knowledge of ArcGIS is an advantage.
  • Years of professional experience At least 1 year of relevant professional experience (2 years for senior). Experience in the humanitarian field highly desirable;
  • Work experience in food safety, nutrition, health, WASH (water, hygiene & sanitation) an asset;
  • Management Skills Experience and team management skills highly desirable;
  • Communication and Reporting Skills Excellent communication and writing skills for writing effective reports;
  • Ability to carry out several tasks simultaneously within tight deadlines, over numerous research cycles;
  • Level of independence Proven ability to work independently;
  • Intercultural work environment Ability to work in an intercultural environment requiring flexibility;
  • Experience in Geographic Region Previous experience in the Caribbean region is desirable;
  • Language skills Fluency in French required, fluency in English is an asset;
  • Security environment Ability to work in a complex and challenging security environment

COMPENSATION AND BENEFITS

  • For this position, the salary is between 2,040 CHF and 2,520 CHF per month (before income tax), etc. as well as a monthly subsistence allowance of USD 300.
    • NB – IMPACT salaries are strictly determined by our salary scale based on the grade of the position and the level of education of the staff. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff must work in difficult locations where living and working conditions are much more difficult than elsewhere.
  • Accommodation and food in a guest house. Depending on the country situation, a contribution to a housing allowance of up to 75% of the country-specific benchmark may be considered instead.
  • Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross staff salary), health insurance, life insurance and repatriation assistance
  • Accompanied status does not apply to this position.
  • Airfare every 6 months and visa fees covered (in-country travel costs and business expenses are fully covered)
  • Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days on-site security training;
  • Registration in the IMPACT Initiatives Research Foundational Learning Program within the first 3 months following the start of the contract.
