Data Quality Assessment (DQAs) in Ekurhuleni District, Gauteng Province, South Africa At Triggerise

Background and context:

Established in 2014, Tiko Africa (Formerly known as Triggerise) is a nonprofit organization dedicated to leveraging technology and behavioral insights to empower adolescents and young people aged 15-24 in low-income communities. Our flagship initiative, the Tiko platform, provides access to quality-assured HIV and sexual and reproductive health (SRH) services tailored to the unique needs of youth. We strive to create a world where all sub-Saharan African youth have the autonomy to make informed decisions about their sexual health and well-being. In South Africa, Tiko Africa has established partnerships with private and public clinics and community-based organizations to address the SRH challenges faced by adolescent girls. By combining technology, behavioral insights, and strategic partnerships, Tiko Africa is committed to providing comprehensive support to adolescents, ensuring they have access to relevant services.

Scope of Work

Tiko Africa seeks a consultant to conduct routine Data Quality Assessments (DQAs) on selected indicators at Tiko-accredited public health facilities in Ekurhuleni District in Gauteng Province. The consultant will conduct quarterly DQAs at all Tiko-enabled public health facilities in the district. Responsibilities include desk reviews, scripting of the data collection tool, testing of the DQA tool, data collection, data submission, and comparative checks of data from primary registers with the data from the Tiko platform. The consultant will document any discrepancies and collect feedback from healthcare providers on these discrepancies or state of health recorde at the facilities visited.

Objectives of the DQAs

The primary aim of this activity is to ensure that data for 15-24 year old adolescents and young people served in Tiko-enabled health facilities meets high standards of quality, including validity, integrity, precision, reliability, and timelessness. This will be achieved by assessing the alignment of the AYP’s data between the Tiko platform and the source documents. Therefore, the Data Quality Assessments (DQAs) will focus on:

  1. Assessing the quality of Tiko data in comparison with data in facility source documents and from DHIS2 platform. Quality of data will be assessed by looking at the completeness, accuracy, consistency, and timeliness of the data in the facility register. These will be measured as follows:
    1. Checking that data submitted on Tiko is also recorded in facilty registers
    2. Data in facility registers is recorded in a complete manner
    3. Availability of data in facility registers
  2. Provide insights to guide the development of programmatic strategies
  3. Recommending actions to address any shortcomings discovered in data quality assessment

Methodology

A quantitative methodological approach will be employed to conduct quarterly DQAs at select Tiko-accredited health facilities using an agreed upon DQA tool. Data will be collected from primary registers, and interviews will be conducted with service providers / health care workers in charge of Tiko services at the facility; the next DQA exercise is planned for April 2024 quarter.

The consultant shall collaborate closely with the Tiko team to conduct a pilot test of the DQA tool. This pilot test will assess the tool’s feasibility, functionality, and effectiveness prior to its full implementation. The pilot test will be conducted on a subset of Tiko-enabled public health facilities. Following the pilot test, the consultant shall submit a report detailing the findings

Before the end-of-quarter Data Quality Assessment (DQA) activities, Tiko Africa will provide the consultant with the performance data of each facility via the Tiko platform. Following the completion of the DQAs, the consultant will compare the data from the Tiko platform with the information gathered from the primary register. Subsequently, the consultant will submit a report, inclusive of any feedback received from the service providers at the respective facilities.

Technical Requirements

We are looking for a consultant with the following skills and qualifications:

  1. Demonstrate experience and expertise of similar assignments with Non-Governmental Organizations (NGOs) in Gauteng Province
  2. Availability of a field team for data collection
  3. Submission of activity plan, CVs of proposed staff, and client references
  4. Ability to communicate effectively in English
