Data Scientist, Washington Migrant Asylum Seeker Support At International Rescue Committee

Job Overview:

The Data Scientist supports IRC’s Seattle-based Washington Migrant and Asylum Seeker Support (WA MASS) team within IRC’s Resettlement, Asylum & Integration (RAI) Department.

The WA MASS project utilizes a hub and spoke model to ensure coordination across all service areas and to provide customized care to each newcomer in navigating support and services as they rebuild their lives in the United States.

Acting in the role of the Newcomer Reception & Navigation Hub, the IRC WA MASS team will coordinate and lead a network of partner organizations in the provision of integrated resource navigation and referrals to recently arrived asylum seekers and other eligible migrants in Washington State. At the same time, the Hub works with a network of Spoke organizations funded through the WA MASS project providing housing, legal assistance, and case management services, to ensure timely and accurate data submission, analysis, and reporting to the funder.

The Data Scientist will lead the implementation of data management, analysis, and data visualization.

Major Responsibilities:

Develop and Implement Data Management Systems

  • Lead the development of a data management plan that captures, transfers, stores and merges data from numerous organizations
  • Introduce innovative data collection and management technologies appropriate to the context
  • Ensure adherence to program/funder standards particularly in relation to data use and confidentiality
  • Program and set up web-based data collection tools
  • Program automated data transfers (e.g., API calls)
  • Develop and implement procedures to monitor data quality and completeness and to clean data
  • Develop data documentation including codebooks as needed

Plan Data Analysis and Analyze Data

  • Ensure production of user friendly analytic files
  • Design data and statistical analysis plans to routinely report key programmatic indicators; conduct data analysis according to plans
  • Develop data visualizations and dashboards (static and interactive)
  • Conduct ad hoc data analyses for programming, reporting, business development and external communications

  • Position reports to: Senior Director of Innovation, RAI Program Excellence
  • Other internal and/or external contacts: WA Resettlement Director, Program Officer, Data Analyst, Data Specialist, WA M&E Manager.

Job Requirements:

  • Education: Master’s degree in field related to data analysis, statistics or computer science, with a background in quantitative social science preferred.
  • Demonstrated Skills and Competencies: Demonstrated experience (5-8 years) collecting, managing and analyzing complex data, ensuring data privacy and protection. Excellent problem solving and communication skills. Ability to work independently.
  • Technical Expertise: High proficiency with R or Python. Proficiency in managing databases and API-based queries. Familiarity with Zendesk or another CRM preferred. Training in causal inference preferred.
  • Excellent written and oral communication skills in English and the ability to communicate effectively with colleagues and partners.
  • Strong organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines; exceptional attention to detail.
  • An innovation mindset and ability to consistently improve systems and processes.
  • The ability to be flexible and work well under pressure in a fast-paced team environment; aptitude for ongoing learning and adjusting to frequent changes in processes.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
