Data Systems Developer – Ukraine Response At Translators without Borders

Contract length: 3 months, with possibility of extension Hours: Full-time Location: Home-based

Salary range: 4,000-4,600 USD/month

The role

The people displaced by conflict in Ukraine, and those trapped by it, find their situation compounded by a crisis of communication. Speakers of minority languages among the 20+ spoken in Ukraine, as well as third country nationals, face particular challenges accessing vital information and making themselves heard. Refugees seeking support across Europe also face information challenges and language barriers. CLEAR Global/Translators without Borders is developing data products to inform more effective two-way communication between those affected by the crisis and those aiming to support them. This will include providing data and analysis to support organizations planning and delivery across the response.

Responsibilities

  • Develop backend infrastructure required to manage data on language and communication needs, population displacement and demographics.
  • Design data standards and schemas for language data, including interoperability with other standards such as HXL.
  • Develop data pipelines for integrating a variety of public/open data sources into the platform alongside CLEAR Global curated datasets and analysis.
  • Develop a web-based data portal for presenting and disseminating curated data on language and communication needs, population displacement and demographics for use by a range of actors in the Ukraine response.
  • Development of API endpoints to provide access to data.
  • Contribute to CLEAR Global’s overall approach to data analysis and data-driven decision making and use data and data visualization to advocate for language to be considered across the response.

  • Other duties as assigned.

Qualifications

The Data Systems Developer should be an innovative self-starter with a strong sense of initiative, an understanding of the humanitarian sector with a strong background in data science, statistics or a related field, and enthusiastic about the importance of increasing access to knowledge and services through language. The right candidate is an energetic team player and leader who agrees with CLEAR Global’s basic beliefs and values and who can work virtually with team members based throughout the world.

Requirements

Required skills and experience

  • Degree in computer science or related field or equivalent professional experience
  • Fluent in spoken and written English
  • Advanced skills in database design and development
  • Experience in developing APIs and using APIs to extract and query data and consolidating data from multiple sources
  • Strong skills in Javascript, HTML, CSS and other front end web development languages
  • Strong skills in SQL or other data query languages to process relational data.
  • Data visualization experience, including experience with platforms such as Microsoft PowerBI, Tableau, or other similar products.
  • Experience working with demographic and geospatial data including working with GIS and web mapping, such as through Carto, MapBox, QGIS, and/or ArcGIS Online.
  • Communication skills, particularly the ability to communicate complex concepts to a non-specialist audience
  • Experience in designing data visualization and data management products to inform decision-making
  • Experience managing potentially sensitive demographic data and developing strategies to identify and mitigate protection risks with data

Preferred skills and experience

  • Working competency in other languages.
  • Graphic design skills in data visualization.
  • Experience working with interactive data visualization software and libraries such as Datawrapper, Flourish, Plotly and D3.
  • Experience working with big data and/or web crawling
  • Humanitarian or international development experience
  • Proficiency in Ukrainian or one or more other languages relevant to the Ukraine response (Czech, Hungarian, Polish, Romani, Romanian, Russian, Slovak)
