POSITION SUMMARY:
HIAS seeks a Data Systems Specialist, LAC to lead the onboarding, adoption and ongoing support of HIAS’ data management system in the LAC region. The Data Systems Specialist, LAC defines the overall work plan and success metrics for delivery of the pilot and forthcoming updates. They will work to ensure all stakeholders are aligned and committed to supporting the delivery approach. They will be responsible for project outcomes, stakeholder management, service-level agreements and all project deliverables. In addition, they will provide business process guidance as required for the successful implementation and adoption of the project.
The Data Systems Specialist, LAC is a member of the Strategy & Measurement department, with close coordination with HIAS’ IT department, various Programs teams and senior leadership. This role will be responsible for incorporating the needs and input of all project stakeholders into the project content and implementation plan.
A successful candidate will be a self-starter who is used to exercising a high degree of autonomy and independent judgment to problem-solve and learn on-the-job as needed, but who applies teamwork skills and discernment to reach out to and/or convene stakeholders as needed for input. The ideal candidate is both a strategic thinker and detail-oriented problem-solver, balances a high-level view of the project, strategic priorities and business processes with the day-to-day realities of planning, troubleshooting and implementation at all times.
Note, this position is based at our headquarters in Silver Spring, Maryland or our office in New York, New York, and we will consider a remote option for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (Arizona, California, Colorado, Connecticut, Florida, Georgia, Iowa, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, Ohio, Oregon, Pennsylvania, Texas, Virginia, West Virginia, Wisconsin).
This position can also be based in the LAC region in countries where HIAS has existing operations.
ESSENTIAL FUNCTIONS:
- Leads implementation of the HIAS data management system for all countries in the Latin American and Caribbean region.
- Supports regional leadership and business analysis needs and responsibilities to ensure successful development and implementation of the HIAS data management system.
- Develops and follows through with onboarding and support plans for the countries in the region.
- Supports the Solutions Architect with the development of the Common Data Model (CDM) and processes to be implemented in the HIAS data management system.
- Leads training for country offices on the usage and best practice of the Online and Offline CMS; supports the creation of relevant training material.
- Works with Data Analysis Specialist and supports them on training on the usage and best practices of the reporting platform.
- Coordinates with the Solutions Architect and IT team with the testing of products in development.
- Communicates feedback, user requirement and processes to the Solutions Architect, to assist in the maintenance and update of the CMS.
- Takes an active role in the creation of Global Case Management System Standards Self-Assessment Tool, that measures level of CMS adoption.
- Develops and implements a regional adoption plan to ensure CMS usage and data integrity.
- Provides ongoing training to the region and the creation of a regional CMS support network.
- Any other relevant task linked to onboarding and supporting country offices with the CMS in LAC region.
QUALIFICATIONS & REQUIREMENTS:
- Undergraduate degree in a relevant field preferred.
- 3-5 years of work experience in data systems required.
- Spanish fluency required.
- Experience in project/program management required.
- Knowledge of GDPR guidelines and experience in implementing data standards in alignment with them as relevant.
- Experience implementing cloud-based IT solutions with leading technologies in a global capacity; data management experience is a plus.
- Experience working on global projects with international teams; some knowledge of and exposure to international affairs is required; experience with development, humanitarian and/or forced displacement contexts is a plus.
- Collaborative approach to coordinating and driving activities across multiple teams, without direct control of resources; demonstrated in-depth understanding of the business process, desired change, interdependencies with other functions/departments, issues and impacts.
- Proven ability in business architecture, business process redesign and change delivery; strong commercial knowledge, including the ability to articulate the financial impact of given strategic decisions.
- Experience in change management in relation to organizational and business processes.
- Experience facilitating training virtually and in-person with individuals from various cultures and learning styles.
- Ability to travel to HIAS country offices up to 40%, with peak travel expected during system pilot and roll-out stages, and as required by system needs thereafter.
