When Invisible Children was founded in 2004, our primary aim was to hasten an end to the Lord’s Resistance Army (LRA) crisis in central Africa and support the lasting recovery of communities in the region targeted by the LRA. Our comprehensive approach to the LRA crisis has integrated every level of intervention, from direct partnerships with local civil society and communities to advocacy campaigns targeting international policymakers.

Over the last 16 years, our programs and advocacy have contributed to significant progress in ending the LRA crisis. At the same time, we have continued to refine and adapt our programs to address other drivers of violent conflict in the central Africa region beyond the LRA crisis. In recent years, this has included the exploration of community-based initiatives and conflict analysis to address the intersection of human security and wildlife trafficking in the central Africa region. Currently, Invisible Children is implementing programs in the Democratic Republic of Congo (DRC), Central African Republic (CAR), and South Sudan.

PROGRAM SUMMARY

USAID-funded Community Resilience in Central Africa (CRCA) Activity. United to protect communities and wildlife in Central Africa

Invisible Children is partnering with the United States Agency for International Development (USAID) on a five-year project to support communities in areas of central Africa impacted by armed group violence. The USAID-funded Community Resilience in Central Africa (CRCA) Activity is focused on improving the protection of civilians and strengthening community resilience to security threats in central Africa’s Mbomou Uele border region, which spans northeastern Democratic Republic of Congo (DRC) and eastern Central African Republic (CAR).

POSITION SUMMARY

The DCoP will ensure successful execution of the Community Resilience in Central Africa (CRCA), a multi- million-dollar project funded by USAID ending in March 2023. The incumbent will report to the Chief of Party (CoP) and assist in program management, monitoring, reporting, developing and maintaining partnerships to meet activity objectives; providing technical expertise; and handling administrative and supervisory responsibilities as specified by the CoP.

The CAR Country Director will be responsible for strategic direction and overall management of IC projects and staff in CAR. This includes contributing to the development of the country strategy, including the pursuit of new funding opportunities to execute that strategy. In addition, the CAR Country Director will be responsible for providing liaison with other Invisible Children projects in CAR outside of CRCA. Namely, Invisible Children is currently implementing a 13-month PACC project funded by the US State Department Bureau of Democracy, Human Rights, and Labor (DRL) along with the USAID-funded People to People Reconciliation activity. This position may not exceed 10% of LOE to the CAR Country Director functions.

ESSENTIAL FUNCTIONS & RESPONSABILITIES:

Ensure quality CRCA programming and M&E plan

· In close partnership with the CoP, direct, and coordinate technical activities to ensure that CRCA goals and objectives are accomplished with prescribed timeframes and funding parameters and in compliance with USAID regulations and Invisible Children policies.

· With guidance from the CoP, lead the development and execution of detailed implementation plans, flowing from annual strategic work- plans, ensuring that they are aligned with the project’s logical framework and intermediate results (IRs).

· Provide technical leadership in community-based protection and community resilience (particularly in the context of violent conflict and insecurity), with expertise including (but not limited to) early warning systems, local peacebuilding and conflict mitigation, community-based livelihoods initiatives, trauma healing, and community-based conservation.

· Support the CoP, in conducting periodic technical reviews and managing changes in project direction and focus as needed.

· In close partnership with the CoP, ensure completion of the project’s financial and technical reporting requirements, capturing the impacts of activities and ensuring a strong value for money proposition behind the project.

· Ensure the Security of CRCA Project Personnel and CAR IC staff at-large.

· Support Internal and External CRCA Coordination by serving as the Acting Chief of Party in his absence.

· Provide Capacity-Building and Mentorship to CRCA Project Staff and Partners by creating a work atmosphere conducive to professional growth and development of excellent personnel at all levels.

CAR Country Director

· Contribute to the development of Invisible Children’s country strategy in CAR.

· Identify and pursue funding opportunities for Invisible Children’s continued growth in impact in CAR.

· Represent Invisible Children at various donor and stakeholder events in Bangui, CAR and regionally.

· Provide management and oversight over all of IC’s operations, finance, and programs in CAR.

Education

· Minimum of a bachelor’s degree in Development Studies, International Relations or related field required. Masters is preferred.

Experience

· Require overall 15 years of technical experience working with programs related to community-based peacebuilding, conflict mitigation, early warning systems; atrocity prevention; social protection interventions for women and children…

· Minimum 8 years as a lead senior advisor supporting USG-funded programs (USAID, European Union, State Department, OFDA, DfID, World Bank, U.N…) required.

· Experience with complex projects in Central Africa or similar environments required.

· Proven experience coordinating with humanitarian actors in emergency contexts is a plus.

· Prior work experience in a non-governmental organization (NGO), government agency is required.

TRAVEL REQUIREMENTS : 30%
