Overview of position
- The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People’s Liberation Front (TPLF) on the 2nd November 2022 in South Africa.
- For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the federal democratic republic of Ethiopia. The core mission of the commission is the stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing the demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.
- The Demobilization Senior Officer reports to the Demobilization Advisor & is responsible for planning, coordination & implementation of smooth disarmament & demobilization of XCs.
Role objectives
- Participating in assessments of demobilization needs, vulnerabilities, capacities & risks to inform program design & implementation.
- Providing technical assistance & coordination to national & local authorities, security forces, civil society, community leaders & other stakeholders on demobilization planning, implementation & monitoring.
- Facilitating cooperation & awareness creation among all relevant actors to ensure coordination, collaboration & coherence in the demobilization process.
- Supporting the establishment & management of demobilization programs, structures & mechanisms, including data collection, registration, verification, identification & packaging of combatants.
- Monitoring, reporting & evaluating demobilization program, activities & outcomes, including impact on peace, security & development.
- Conducting capacity building & training activities for national & local DDR personnel & stakeholders.
- Providing technical advice to stakeholders & partners on demobilization related issues.
Project reporting
- The Demobilization Senior Officer reports to the Demobilization Advisor.
Key competencies
- Graduate degree in a relevant field such as social sciences, international development, management or conflict resolution.
- At least 7 years (with a high school diploma) or 4 years (with a bachelor’s degree) of relevant work experience in managing & implementing programs.
- Knowledge of DDR processes, policies & practices.
- Proven track record of coordinating & facilitating assessments, planning, implementation & monitoring of programs in conflict affected contexts.
- Demonstrated experience in working with national & international partners, including government officials, civil society, donor agencies & other stakeholders
- Experience in project management, including developing work plans, budgets, monitoring & evaluation plans.
- Strong analytical & problem solving skills to identify potential obstacles & address them in a timely manner.
- Excellent communication & interpersonal skills.
- Ability to work under pressure & with limited supervision.
- Familiarity with the political, social & economic context of Ethiopia & the Horn of Africa region.
- Fluency in English & Amharic is required.

- This role has no team management responsibility.
