The Democratic Republic of Congo (DRC) remains shaken by the consequences of decades of civil war. In a precarious situation, the displaced suffer from chronic food insecurity or diseases linked to lack of access to water, hygiene and sanitation. Present since 2003, Acted works mainly to respond to emergencies, strengthen the resilience of populations, co-build effective governance and promote inclusive and sustainable growth. Operating today mainly in the areas of South Kivu, Tanganyika and North with projects financed by BHA (Bureau for Humanitarian Assistance), FH (Humanitarian Fund), ECHO (European Civil Protection and Humanitarian Aid Operations ) and FCDO (Foreign, Commonwealth & Development Office), Acted provides a flexible and adapted emergency response to acute and complex humanitarian crises by intervening with the most vulnerable populations. With seven projects underway in our different areas, Acted seeks to meet their immediate needs in terms of access to housing (shelter), food security, essential household items and even access to water, while ensuring promotion of a protective environment.

Acted currently has three different projects in the South Kivu Zone. A multi-sector emergency project in food and non-food aid, CCCM and also agricultural recovery. A rapid response project managed by the SAFER consortium operating throughout the South-East zone. And a project relating to emergency assistance in shelter and essential household items for displaced and host populations. With regard to the Tanganyika Zone, Acted is currently carrying out two projects, including one on the theme of Coordinated Action for multi-sectoral programming in the camps and outside the camps and another carried out in consortium with the aim of supporting recovery activities. agricultural and provide food assistance for vulnerable people. Finally, for the North Zone, Acted also has a multi-sectoral response project in terms of food assistance, agricultural support, economic recovery as well as support in terms of Water, Hygiene and Sanitation (WASH).

Acted is committed to acting today and investing in the future with the contribution of a broad network of partners, local organizations, global networks and different clusters who bring their expertise, experience and voice for the smooth running of the mission and the achievement of its impact objectives. In the DRC, Acted is therefore active in humanitarian coordination with existing clusters and working groups, as well as entities such as OCHA.

Main role and responsibilities

The Country Logistics Manager is a key member of the country management team. Under the authority of the Country Director/Representative, he/she is responsible for managing the purchasing chain intended for the implementation of the program, as well as the management of transversal logistics needs such as the fleet, fuel, premises, goods and communications. He/She will have to ensure compliance of all Logistics operations in the country with donor and Acted procedures, best practices and national regulations, with emphasis on the value for money principle. He/She will also have to manage, provide technical support and contribute to increasing the skills of the Country Logistics teams.

Main responsibilities

1. Management of the purchasing chain

  • Purchasing: Ensure that all needs are met in accordance with the defined timeline, the required quality standards, and the appropriate purchasing scenario.
  • Stocks and deliveries: in the country, ensure a storage network and appropriate inventory management criteria

2. Transversal logistics management

  • Fleet and means of transport: Deploy efficient means of transport in the country
  • Fuel: Managing the supply of fuel across the country
  • Equipment: Deploy an effective equipment allocation and maintenance plan in the country
  • Premises: Ensure appropriate working and housing conditions for the team in each premises, permanently, through an effective global service and maintenance approach.
  • Communications and IT and telephone management: Develop an effective IT plan in the country based on Acted’s global criteria

Qualifications and skills required

  • At least 2 to 3 years of professional experience in logistics, supply chain management and/or security management and procedures;
  • Ability to train, mobilize and manage international and national staff;
  • Flexibility and ability to multitask under pressure;
  • Ability to work in unstable and frequently changing security environments;
  • Advanced command of written and spoken English;
  • Previous experience abroad is an asset.

Terms

  • Salary defined by the Acted salary scale according to the level of studies, expertise, level of security and level of experience: between €3,300 and €3,500 net monthly (before income taxes)
  • Monthly living expenses allowance $300
  • Housing allowance of up to 75% of the average rent (benchmark carried out by Acted) or accommodation in a guesthouse and food covered by Acted
  • Social security, mutual (MSH) and repatriation assistance (SOS International) supported by Acted
  • Transport to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
  • Visa fees covered by Acted
  • One week of preparation for departure including 4 days of immersion safety training
  • Possibility of having a 30-minute call with a tax consultant
  • Psychological support (meeting with a professional)
