Acted Democratic Republic of Congo
The Democratic Republic of Congo (DRC) remains shaken by the consequences of decades of civil wars. In precarious situation, displaced people suffer from chronic food insecurity’ or diseases related to the lack of’ access to’au,’ hygiene and sanitation. Acted has been present since 2003 and works primarily to respond to emergencies, build resilience, co-build effective governance and promote inclusive and sustainable growth. Presenting today’ mainly in the areas of South Kivu, Tanganyika and North with projects funded by BHA (Bureau for Humanitarian Assistance) FH (Humanitarian Fund), ECHO (European Civil Protection and Humanitarian Aid Operations) And FCDO (Foreign, Commonwealth & Development Office) Acted provides a flexible and responsive’ emergency response to acute and complex humanitarian crises by intervening with the most vulnerable populations. With seven projects underway in our different areas, Acted seeks to meet their immediate needs in terms of’access to housing (shelter), food security, essential household items or’access to’au, while promoting’a protective environment.
Acted currently has three different projects in the South Kivu Zone. A multisectoral’ emergency project in food and non-food aid, in CCCM and also in agricultural recovery. A rapid response project managed by the SAFER consortium operating throughout the South East region. And a project on the’Assistance d’urgence en Abris et articles maisonnes essentielles with displaced populations and hosts. With regard to the Tanganyika Zone, Acted is currently carrying out two projects, one on the theme of’Action coordinated for multisectoral programming in and outside camps and another conducted in a consortium with the aim of supporting agricultural recovery activities and providing food assistance to vulnerable people. Finally, for the North ZoneActed also has a multisectoral response project on’food assistance, agricultural support, economic recovery and’ Water, Hygiene and Sanitation (EHA) support.
Acted is committed to act today’hui and to invest in the’future with the contribution of’a large network of partners, local organizations, global networks and different clusters that bring their expertise, experience and voice for the smooth running of the mission and the achievement of its’impact objectives. In the DRC, Acted is therefore active in humanitarian coordination with existing clusters and working groups, as well as’entities such as OCHA.
Main role and responsibilities
The/the country manager Investigations, Monitoring, Control and Evaluation is responsible for the development and implementation of’s an appropriate and viable system of investigations, monitoring, control and’ evaluation in line with the MEAL (Monitoring, Evaluation, Accountability and Learning) procedures of the global strategy of’Acted and S’ ensures that the’Acted projects and programmes are carried out as planned.

Qualifications and skills required
- Higher Diploma in Political Science, International Relations, International Development, Economics or equivalent (anthropology, sociology, statistics) ;
- At least 2 to 5 years of’experience in monitoring and evaluation of projects in the’humanitaire and/or development ;
- Experience in participatory evaluations and project cycle management ;
- Excellent level of communication to the’ written as to the’oral in french and in english ;
- Good capacities for’organization and communication with international and national staff and rural communities ;
- Ability to coordinate and manage a team ;
- Team work, ability to create a team spirit and to raise skills ;
- Flexibility, capacity of’adaptation, capacity of’organization, taking of’initiative.
Conditions
- Salary defined by the Acted salary grid according to the level of’studies, the’expertise, the level of security and the level of experience : between 3100 and 3300 € monthly net (before income taxes)
- Monthly living expenses allowance 300$
- Guesthouse accommodation and food supported by Acted
- Social security, mutual insurance (MSH) and repatriation assistance (SOS International) supported by Acted
- Transport to the mission and return ticket fully supported every 6 months (to the’address specified on the employment contract)
- Visa fees supported by Acted
- One week of preparation for departure including 4 days of immersion safety training
- Possibility of’having a call of 30 minutes with a consultant in taxation
- Psychological support (meet with a professional.le)
